Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation WILL NOT be issued. Reference number: RFQ 500-21-02. This announcement incorporates provisions and clauses in effect through FAR FAC 97-27. NAICS Code 541990 applies and the small business size is 500 employees. The following FAR provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Item, FAR 52.212-2 Evaluation-Commercial Items,FAR 52.212-4 Contract Terms and Conditions, Collaborative Research Proposal Computer programming expertise, econometric, management science and statistical analyses are needed to support VA research and VA Health care Network Upstate New York -funded project in health personnel staffing, cost containment, quality of care and access to care enhancement. Analyze Category C/priority 7 patient population growth, priority conversion patterns and revenue generation. In order to meet a VA research requirement, VA Health care Network Upstate New York (VISN 2) plans to analyze the Category C/priority patient growth pattern over the past seven years, for each of the 22 VISNs and VHA as a whole. Conversion patterns (from Category C to Category A) in VHA and within each VISN also will be examined and reported. The purpose of this analysis is to provide data to support health care planners and policy makers in developing healthcare access policies. In addition, first and third party revenue will be examined to support co-payment rate setting policy. Due date: 12-10-01. Support VISN 2 in operational cost containment efforts, quality and access enhancement. Vendor is required to provider statistical consultation for VISN research efforts, including experimental design, model selection and power analysis. The vendor is also required to provide routine (often daily) assistance to VISN 2 management regarding economics, statistics and computer programming. Due date 12-31-01. For all the tasks described above, VISN 2 is unable to provider further technical or data collection supports to the vendor. Therefore, The vendor must possess a combination of qualifications to perform such econometric and statistical services. These qualifications and skills are as follows: VISN 2 requires a health scientist (e.g. Ph.D. health economist) with an extensive experience in management and graduate training in management science, strong background in mathematical statistics and computer programming: Capacity and experience in conducting projects in support of VISN 2 management in improving healthcare efficiency, quality and access. Requirements: Graduate level training in management science and economics; experience in provider profiling; expertise in two-part model, Poisson model, discrete choice model, Monte Carlo simulation and Bootstrap technique; experience in resource allocation; experience in conducting projects regarding VA non-mandatory workload, including familiarity with health care utilization and quality of care variables such as length of stay, number of visits, mortality rate and other outcomes; professional computer programming skills using a wide range of programs including SAS, SQL, Visual FoxPro, Access, Gauss, JCL, LIMDEP. Capacity and experience in conducing projects in support of VA policy design and decision making at national level. Requirements: Thoroughly familiar with VA policy structure, such as co-payment rate setting and the VA resource allocation system; expertise in the nested logit model, and Markov chain Monte Carlo Simulation; capacity to provide policy makers consultation and independently design original methodology for a wide range of policy relevant studies. Capacity and experience in managing and analyzing large databases. The project manager requires routine meetings with the vendor (usually weekly) to ensure consistent progress toward the specified goals. Reviews will be conducted to ensure that the input data have been validated, and the correct modeling methods have been adopted. Project outputs will be shared with the relevant VISN managers. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product meets the government requirements. The following factors, in descending order of importance, will be used to evaluate quoters: (1) Knowledge of management, economics, statistics and computer programming.
