- FISC, Detachment Washington is soliciting on behalf of the Naval Computer and Telecommunications Center a requirement for the operation and maintenance of telecommunication network facilities located at various sites in Puerto Rico. The contract will be for a base year with four one-year option periods with the option to extend services for an additional six months if needed in accordance with FAR 52.217-8. This contract will be a firm-fixed price contract with a reimbursable line item for spare and repair parts. The successful offeror will be required to assume operation and maintenance of the Naval Radio Receiver Facility (NRRF) Salinas, Naval Radio Transmitter Facility (NRTF) Isabela, Naval Radio Transmitter Facility (NRTF) Aguada, Inter-American Naval Telecommunications Network (IANTN), NCTS Technical Control Facility and NCTS Fleet Center. The contractor is responsible for communications and physical security of all sites, electronic equipment maintenance and calibration, general office, tools, consumable supplies and non-electronic equipment maintenance, facilities support fire protection and prevention, janitorial services, and antenna maintenance. The contractor shall provide for preventive maintenance, inspection, and repair of all HF, LF, MF, and VLF antennas and antenna systems including all associated towers and equipment. The contractor will be required to conform to all federal and Commonwealth of Puerto Rico OSHA requirements, as well as, policies and procedures regarding energy conservation. The contractor's Project Manager, 3M/QC Coordinator, IANTN SATCOM Manager, NCTS Communications Manager, NCTS Communications Systems Watch Leaders, NCTS Communications System Operator, and NCTS Computer Operators IV (Systems Administrator) shall have TOP SECRET clearance based on a SSBI. All contractor personnel assigned to NRRF Salinas, NRTF Isabela and NRTF Aguada in the capacity of Site Leader, Communications Operator Technician, Electronics Technician, Facilities Leader, Clerk Typist and Senior Supply Specialist shall have a CONFIDENTIAL clearance based on a NACC. All personnel employed in the performance of this contract, not requiring a security clearance, will be the subject of a favorable National Agency Check (NAC) in accordance with the Facility Access Determination (FAD) program per SECNAVINST 5510.30 (series). All personnel must be cleared at time of award. A pre-proposal conference and site visit will be schedule within thirty days after issuance of the RFP.
