Description
The government is seeking to establish four Indefinite Delivery Indefinite Quantity (IDIQ) contracts for non-personal engineering, software, logistics, program management administration services to support the Special Operations Forces (SOF) System Program Office (SPO) for the next fifteen years (five year basic contract with two five year option periods). This acquisition encompasses both advisory and assistance services (A&AS) and non-A&AS. The government will obtain support services for the following weapon systems and subsystems: AC-130H, AC-130U, MC-130E, MC-130H, MC-130P, C-141B/C-17 SOLL, MH-53J, MH-53M, HH-60G, HH-3F, UH-1N, CV-22, associated technical orders, aircraft systems, subsystems, avionics and support equipment. One contract will be full and open and the remaining contracts will be small business set-asides (NAICS: 541330). Firm Fixed Price and Time and Material pricing arrangements will be solicited. This acquisition is being conducted IAW Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.3 Source Selection and the Air Force Materiel Command Supplement (AFMCFARS) thereto. The Draft RFP was released on 15 Oct 2001. The draft solicitation is located at http://PKEC.ROBINS.AF.MIL/ under SSSC II heading. A Pre-Solicitation Conference is tentatively scheduled for 6 Nov 2001, 9:00 a.m. in the Visascope Theatre, Eagle Bldg at the Museum of Aviation, Robins AFB GA. The final RFP will be issued on or about 26 Nov 2001. This acquisition may/does involve technology that has a military or space application. The only US contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. US contractors must submit a copy of their current, approved DD Form 2345 with their request for solicitation. To request this certification, write to the Commander, Defense Logistics Services Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017-3084 and request a copy of Department of Defense Form 2345 or call DLSC at the above number. The solicitation/data package will be mailed to the data custodian identified in block 3 of the DD Form 2345. The extent of foreign participation has not yet been determined. MOU country sources must contact the Contracting Officer within 15 calendar days of the date of this synopsis notice to receive a copy of the solicitation at the time it is initially issued. Issuance of the RFP will not be delayed to review requests from MOU country sources received after 15 days or from non-MOU country sources received after 15 days or from non-MOU country sources. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources (e.g., if this is a small-business set-aside, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors.) An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
