Description
The Centers for Disease Control and Prevention, intends to expand the South Parking Deck located at 1600 Clifton Road, Atlanta Georgia. The South Parking Deck Expansion is a three and one-half (3 1/2) story vertical expansion to the recently constructed post-tensioned parking deck designed by Thompson, Ventulett, Stainback & Associates, Inc (TVSA). The original project provided structured parking for approximately 650 vehicles. The South Parking Deck Expansion project will expand the parking deck capacity to accommodate a total of approximately 1400 vehicles. The project shall be constructed keeping the parking deck operational with minimum time and minimum loss during construction of existing parking spaces and keeping one lane of the existing CDC Campus access road open. Work will be in a congested site with restricted site access. The project shall include, but is not limited to, furnishing all supervision, tools, equipment, materials, and labor and performing all architectural, structural, mechanical, electrical, plumbing, fire protection, site work, demolition, and related work to include final clean up of the premises to successfully complete the South Parking Deck Expansion, Phase 2. This will be a source selection two-step procurement. Step one will be receipt of technical proposals. Technical proposals will be evaluated using the five evaluation factors 1) Past Performance, 2) Qualifications and Experience of Proposed Personnel, 3) Relevant Experience in Providing Construction Services, 4) Project Management Plan, and 5) Construction Operations Plan. Upon evaluation of the technical proposals those offerors deemed technically best qualified will be requested in step two to provide price proposals. This procurement is NOT set aside for Small Business. The NAICS Code is 233320. The size standard is $27.5M. The estimated cost range of the project is $5,000,000 to $10,000,000. The project will be priced using 100% construction documents. Funds are not currently available for the entire project amount. It is anticipated that funds will be made available; therefore, the project will be priced using a base and options. The estimated time for completion is 240 days. Contract Award and Notice to Proceed is anticipated for January 2002. The estimated Request for Proposal solicitation release date for step one is 9 November 2001 with step one proposals due 10 December 2001. A preproposal conference is anticipated to be held 14 November 2001. The number of solicitation packages will be limited.
