- Description
- The U.S. Army Corps of Engineers, Baltimore District, is soliciting qualification proposals for new construction and/or renovation of McKinley Technical High School for the District of Columbia. The project consists of the interior renovation of approximately 300,000 square feet. Outside utilities include domestic water, storm drainage, electrical, sewer, and gas. Grading, landscaping and parking facilities are required. Renovation of the existing building will include new, interior partitions, flooring, and finishes, heating, ventilation, and air-conditioning (HVAC), plumbing, electrical, and communication wiring. Renovation of existing finishes will be required. The Baltimore District intends to award a single firm fixed price contract, utilizing the two-step sealed bidding acquisition method for this procurement. Under the first step, a Request for Technical Proposals will be issued on or about 6 November 2001. The technical proposals shall not include prices or pricing information. The technical proposal will be evaluated to determine acceptability of the offeror's qualifications for further consideration during the bidding process. Technical Requirements include the following categories: General Contractor Relevant Experience; General Contractor Past Performance and Project Management Plan Phase I Request for Proposal (RFP) solicitation will be posted to the Baltimore District Corps of Engineers web site located at https://ebs.nab.usace.army.mil/. Under the second step Invitations for Bids (IFB) will be issued only to those offerors who submitted an acceptable technical proposal during step one. A single firm fixed price contract award is contemplated based on the lowest bid under step two. The school project must be completed in approximately 415 days. Offerors are advised that this project will be on accelerated schedule requiring the work to be accomplished on a greater than normal work hours basis. These proposed Modernization/Renovation procurements are unrestricted, SIC 1542 NAICS 233320 $27.5 million. Estimated cost of construction is more than $10,000,000.00. Debt Collection Improvement Act of 1996, effective March 31, 1998 all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
