Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotation and the solicitation number is DTCG38-01-Q-S00029. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The U.S. Coast Guard intends to issue a firm-fixed price contract to the Original Equipment Manufacturer (OEM) and only known PICA certified source, Sikorsky Aircraft Corp., to provide/design, fabricate, deliver, install, level, align and calibrate 1 each, Fixed Airframe Alignment Fixture, 1 each, Mobile Tail Cone Alignment Fixture, and 1 each, Mobile Tail Rotor Pylon Fixture. Each alignment fixture shall be fully compatible with both Sikorsky MH-60G and HH-60J model helicopters. Fixtures are to be fabricated, assembled and calibrated to determine relative positions of given points to one another, to determine any deviation from the original equipment manufacturer's (OEM) production standards and tolerances. Due to limited available floor space on site, the design and size of the fuselage alignment fixture shall allow the flexibility to permit other depot level fuselage maintenance and repairs to be performed, both within the fixture's interior perimeter and the adjoining area surrounding it?s final location. Final delivery, installation, and calibration shall be made in a specified location in the vicinity of Hangar #79 aboard the U.S. Coast Guard Aircraft Repair and Supply Center, Elizabeth City, NC complex. The U.S. Coast Guard reserves the right to approve or disapprove design concepts prior to commencing fabrication of each fixture. SPECIFICATIONS: Each fixture shall be capable of verifying predetermined points of alignment within O.E.M.'s production standards, specifications and tolerances in each of the vertical, longitudinal and latitude axis of the fuselage, tail cone and tail pylon at the following points: FUSELAGE ALIGNMENT FIXTURE: Fixture shall be capable of confirming proper location of the following alignment points: Right and left main landing gear drag beam attachment points located at fuselage station 247/265. Primary Servo Beam attachment points located at fuselage stations 295 -- 308. Main transmission beam attachment points located at fuselage stations 327 ? 360. Transmission Oil cooler attachment fitting located at fuselage station 471. Tail Rotor Drive Shaft Supports located at fuselage stations 410,470. Station 531, WL 256 and fuselage stations tail cone fixture only. Fuselage station 485 (both HH60-G & J) Tail Landing Gear attachment point approximately located at fuselage station 610 (60G model only) tail cone fixture only. Canted Bulkhead located at fuselage station 645.Provisions for both No. 1 and No. 2 engine alignment shall be incorporated into fuselage alignment fixture design. An HH-60G/J shall be able to be positioned in the alignment fixture without the need of lifting in regards to aligning Butt Line 0 of fuselage with centerline of fixture, as well as positioning the fuselage length wise within the fixture. A push-in, pullout method of initial positioning of fuselage is preferred, however a pull through approach will be considered. Lifting the fuselage at existing jacking points is permissible for adjusting height of fuselage and to adjust the pitch and roll attitudes of the airframe within the fixture. Fixture shall be equipped with 1500 lb. each, live load capacity work stands that extend along both sides of the aircraft in line with the longitudinal axis of the fuselage between stations 230 and 500, with the top of all platforms equal to the fuselage?s WL 260 station. Work stand height must remain relative to this position, as airframe is lifted/ jacked. When the work stands are in the extended position, in-board edges of their platforms must follow the fuselage contour, allowing no more than a 3-inch gap between the aircraft skin and the inboard edges of the work stand's platform. The remaining 3-inch gap shall be filled with a cushioned material, to prevent any metal-to-metal contact between work stands and the fuselage. Work stands must retract outboard an adequate distance to allow movement of the fuselage in and out of the fixture. Fixture shall be equipped with a 500 lb. live load capacity wrap-around style work stand for performing maintenance on the tail rotor pylon at station 732. Height of tail rotor maintenance stand should be approximately at WL 270 to permit tail rotor maintenance by average height person while standing. This work stand must extend for performing maintenance and retract to a stowed position when not in use and to allow for movement of fuselage in and out of the fixture. Fixture is to be equipped with an electrically controlled 5 ton capacity over head hoist and trolley system which may be used for installing fixture's upper cross members when space is used as alignment fixture and for installation of main module, both No. 1 & No. 2 engines, Intermediate and Tail Rotor gearbox installation when space is used for routine maintenance. Trolley system must extend fore and aft from Station 164 to Station 800 and side-to-side from Butt-lines 90 Right to 90 Left. Capacity for storing all removable components and special tooling required for each fixture shall be incorporated into the design of the fixture in which its designed use was intended for. Storage requirements shall comply with the intent of U.S. Coast Guard Aviation Tool Control and Accountability policies and procedures. TAIL CONE ALIGNMENT FIXTURE: Fixture shall be capable of confirming the proper position of following alignment points: Station 485 bulkhead, Station 645 bulkhead, Tail rotor drive shaft supports located at station 531 and 591, Tail Landing Gear attachment point located at fuselage station 485 (60J model only), Tail Landing Gear attachment point located approximately at fuselage station 610 (60G model only). TAIL ROTOR PYLON FIXTURE: Fixture shall be capable of picking up the following alignment points (Similar to Sikorsky Assembly stand P/N: 70000-26001-542T163): Canted Bulkhead Hinge Fitting Assy. P/N: 70209-26001-042 (Station 645). Center stabilizer fitting P/N: 70209-26015-102 (Pylon Station 128). Stabilator Actuator attachment fitting P/N: 70209-26012-046 (Pylon Station 210). Tail Gear Box fitting P/N: 70209-06056-041 (Pylon Station 187). Intermediate gearbox fitting P/N: 70209-06055-101 (Pylon Station 660-670). Tail Bumper attachment fitting P/N: 70209-26002-101 (Pylon Station 95.533). General requirements: (Applicable to each Alignment Fixture): Each part, component, and/ or fitting of each fixture that is deemed removable, such as those installed with bolts, pins or other temporary fastening type systems, which can be removed with the use of common tooling or special tooling supplied by the manufacturer, shall (When possible) have a unique manufacturer?s part number permanently etched in a conspicuous place, which is able to be read with the part properly installed in the fixture. Special Requirements: One complete set of special or unique tooling required for use and calibration of each fixture. Each special tool shall have a unique part number assigned for it?s design and have that part number permanently etched or stamped upon the tool. That part number along with a description and picture shall be referenced within the text, drawings, and figures of the maintenance and operator's manual listed below. Special or unique tooling shall be supplied to the U.S. Coast Guard, containerized, and set in foam for rapid inventory and detection of missing tools, consistent with U.S. Coast Guard Aviation Tool Control policies. Each cut out shall be labeled with the components corresponding part number. One complete set of detailed drawings used for the fabrication, installation, and calibration of each fixture and each of their associated components. Two identical complete sets of maintenance and operator's manual(s). One set shall be in electronic format (AcroBat Reader) on CD ROM. The second set shall be in traditional bound or loose-leaf paper format. These manuals shall contain each of the following: Detailed step-by-step procedures for properly installing and removing a fuselage, tail cone and tail rotor pylon within the appropriate fixture. Detailed step-by-step procedures for ensuring each alignment fixture?s calibration are within the OEM's production standards/ specifications for each airframe model type and components. Detailed step-by-step procedure for checking each alignment point specified under the specification portion/fuselage alignment fixture of this statement of work shall be within OEM production standards and tolerances. Detailed listing containing both part numbers and pictures of all special tooling for all fixtures. Detailed tables listing the OEM's recommended torque values (readable in either inch pounds or foot pounds of torque) for all fasteners used for construction, installation and/ or use of each alignment fixture. Any routine/ scheduled maintenance requirements that each fixture will require on a recurring basis and the specified frequency interval. Additional Requirements: the contractor shall provide the following: Provide a detailed inventory listing of each component and tool to be delivered. This requirement shall be supplied to the Coast Guard ARSC no less than 30 days prior to the date of delivery. Installation shall commence with-in 30 days of delivery. Completion of installation must be completed within 5 days of commencing. Calibration shall commence within 3 days immediately following completion of installation. Completion of calibration must be completed within 10 days of commencing. Contractor must allow an authorized Coast Guard representative to witness verification of calibration. =20 Items are to be delivered to USCG, Hangar #79 aboard the U.S. Coast Guard Aircraft Repair and Supply Center, Elizabeth City, NC, 27909-5001. Final acceptance shall be at destination. The Coast Guard does not own, nor can it provide drawings or specifications for this item. There is no formal solicitation document. Evaluation factor are Technical Excellence, 40% (weighted value) Best Value 30% (weighted value) and Past Performance 30%(weighted value).
