Description
Spallation Neutron Source Target Building General Construction CBD Presolicitation Notice 1. All inquiries relative to the contents of this Pre-Solicitation Notice are to be addressed to: Knight/Jacobs Joint Venture 701 Scarboro Road, Mail Stop 6476, Oak Ridge Tennessee 37830, Attention: Jerry Ferguson -- Telephone (865) 241- 8098, E-Mail Address: fergusonj@ornl.gov, Facsimile (865) 241-7264. 2. All parties interested in receiving a formal solicitation for this construction project must be an approved and prequalified as a general contractor. The Knight/Jacobs Vendor Prequalification questionnaire can be obtained through the point of contact (POC) identified in Note 1 above or via the Web at www.sns.gov/pro/ . 3. The following information is applicable to all potential subcontractors: (a) Knight/Jacobs Joint Venture is the Architect Engineer and Construction Manager for the Spallation Neutron Source (SNS) Project. (b) UT-Battelle, LLC is the Management and Operations contractor of the Oak Ridge National Laboratory as prime contractor to the U.S. Department of Energy. (c) There are no classified security requirements associated with the construction of the SNS Project. (d) All construction subcontractors are required to become signatory to the SNS Project Labor Agreement (PLA). The PLA is only subject to work performed on the SNS Project. A copy of the PLA is available for review through the POC identified in Note 1 above. (e) All work is deemed "Green Field" construction and is not considered "inside the fence" of the DOE reservation. (f) The SNS Project Site is a Drug Free Workplace and all successful subcontractors will be subject to a pre-site access alcohol and drug screening. (g) All successful subcontractors will possess an Interstate Experience Modification Rate (EMR) of 1.0 or less for the previous full three (3) year period. (h) The successful subcontractor will be required to furnish performance and payment bonds. (i) The successful subcontractor will be required comply with the Office of Federal Contract Compliance Programs goals for employment of protected classes of individuals. (j) The successful subcontractor will be required meet or exceed Small Business Subcontracting Goals established under the subcontract. 4. The estimated value of the Target Building General Construction scope of work is in excess of $30M and has an estimated completion date of two (2) calendar years after issuance of notice to proceed. 5. A "Draft" solicitation will be is scheduled to be issued on November 22, 2001 to interested parties for public comment. All comments are to be submitted in writing to the POC identified in Note 1 above. Telephonic questions relative to the solicitation will not be addressed. 6. There is a Presolicitation Meeting scheduled for 9:00 AM Eastern Time at Knight/Jacobs Joint Venture Offices located at the address indicated in Note 1 above on or about December 12,2001. All interested parties are encouraged to attend this meeting. 7. A formal solicitation is scheduled to be issued to all approved and pre-qualified offerors on or about January 17,2002. 8. Following is a synopsis of the Summary of Work: The work to be performed under this subcontract shall consist of furnishing all plant, tools equipment, materials, supplies and manufacturing articles, and furnishing all labor, field engineering, surveying, transportation, and services including fuel, power, water, and essential communications, or other operations required to install all elements of the Target Building General Construction Package in accordance with details and dimensions shown on the drawings, specifications. A summary of the elements of the Target Building are as follows: B The work includes, but is not limited to the following: 1. All utilities, services, process piping and drains, embedded in concrete or within the building, to 5 feet outside the building limits. 2. Grounding a. Provide the grounding system shown above levels B1, 1, and 2 b. Perimeter ground rods and perimeter ground loop well is in this contract. c. The ground connections from the below grade conductors to the ground plates shown on level 1 trenches are not in this package. d. 6 feet of conductor coiled in place for connections to systems in this contract have been provided by others, with above marker / monument, for the required extension to be car-ried out in this package. e. This subcontract is to complete all grounding intended from extensions provided by the previous substructure subcontractor. 3. All sleeves or penetrations embedded in concrete. 4. Construction joints as noted on the drawings. 5. Related codes and standards 6. General rebar notes 7. All bolts and anchors other than structural steel and four drain tanks previously installed. 8. Rebar details for all connecting walls and columns and slabs. 9. Typical sleeve and penetration details 10. Waterstop and waterproofing details 11. Embeds and liners, and typical embed and liner details. 12. All quality Control requirements 13. Building 2TU is included in this scope of work 14. Building 11TU is included in this scope of work 15. The 5 Top Down Stream instrument facility is included in this work. Construction activities include fine grading, formwork, installation of rebar and embeds; including all as-sociated elements listed above, placing and finishing of concrete, form stripping and cleanup and all elec-trical, mechanical, and instrumentation elements included on the drawings, and in the specifications. C The scope does not include: 1. Any substructure concrete. 2. Supply of Reinforcing Steel. 3. Supply of Anchor Bolts for Structural Steel.
