- This is a combined synopsis/solicitation prepared in accordance with the Federal Acquisition Regulation Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation, No. NCI-RFQ-20005-NV will include all applicable provisions and clauses in effect through FAR FAC 2001-01. This solicitation is set-aside for small businesses. The North American Industrial Code is 811219 and the business size standard is 5 million dollars. Background Information and Purpose of the Procurement: The Instrumentation and Computer Section (ICS), DIR, NINDS, provides the intramural programs of NINDS and NIMH with broad technical services to support a wide variety of research projects. One component of ICS is involved in the design and fabrication of electronic, electromechanical and mechanical devices and instruments. These efforts currently involve the work of three biomedical engineers, one electronics technician and three mechanical technicians. Due to increases in the number and complexity of requests for electronic design and fabrication, ICS now has periods throughout the year in which they need to procure part-time senior electronics technician services in order to complete both large and small projects promptly so that critical research projects are not unduly delayed. Contractor Requirements: ICS requires the services of a senior-level electronics technician who can work independently from circuit diagrams and layouts to design and fabricate electronic instrument enclosures and electronic circuit boards, assemble all components into completed instruments, and perform initial checkouts and testing. The level of technical expertise required would generally be acquired through at least 10 years of experience in a research and development environment (not a manufacturing production environment) involved in the development of custom electronic instrumentation systems. The technician must be highly-skilled in the following areas: o understanding electronic and electrical circuit schematic diagrams and enclosure and front panel mechanical drawings o packaging of electronic and electrical equipment for purposes of minimizing size, weight, and electrical interference o assembling custom circuit boards using solder and wirewrap techniques o fabricating, wiring and testing electronic, electrical and electromechanical systems and subassemblies o operating manual metal-working equipment such as brake, shear and hole punches o operating standard power shop machines, including lathes, milling machines and drill presses ICS engineers will provide engineering diagrams for circuit boards, front panels and enclosure wiring necessary for the design and fabrication of a variety of electronic and electromechanical instrumentation systems and devices. To facilitate coordination and to take advantage of facilities, equipment, and work supplies, the work will be performed on-site in ICS space in Building 13. Period of Performance: Award will be made for one year from start of the purchase order with two 1 year options that may be unilaterally exercised by the Government. Level of Effort: 650 hours per year; work is intermittent in nature, consisting of blocks of time ranging from 3 to 20 workdays. EVALUATION CRITERIA: The evaluation factors for this RFQ include technical and price factors. The technical portion of quotations will receive paramount consideration in selecting a vendor. However, price will also be a factor in the event that two or more vendors are determined to be essentially equal following the evaluation of technical factors. With regards to price, the price evaluation will be based on the aggregate. 1) Availability for variable work periods, ranging from 3 to 20 workdays, with intermittent non-working periods in between. Requests to report for work usually given with two-week advance notice. (30 points) 2) Skill and experience in working independently from electronic and electrical circuit schematic diagrams and enclosure and front panel mechanical drawings to fabricate, wire and assemble electronic, electrical and electromechanical systems. (30 points) 3) Skill and experience in assembling custom circuit boards using solder and wirewrap techniques. (20 points) 4) Skill and experience in operating standard shop machines, including lathes, milling machines and drill presses. (20 points) OTHER INFORMATION AND SUBMISSION OF QUOTATIONS: Offers must be submitted on an SF-18 form with a completed "Schedule of Offered Supplies/Services." Quotes must be accompanied by a completed NCI REPRESENTATIONS, CERTIFICATIONS, AND OTHER STATEMENTS OF OFFERORS OR QUOTERS. The award document will incorporate the requirements of the clause at FAR 52.213-4, TERMS AND CONDITIONS -- SIMPLIFIED ACQUISITIONS. In addition to the price quotation, offerors must submit a technical quotation plus descriptive literature, warranties, and/or other materials that demonstrate that their offer meets all of the foregoing requirements and evaluation criteria.
