- This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation/RFQ, quotes are being requested and a written solicitation will not be issued. Solicitation 02SQ303450 is issued as a request for quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. This solicitation is issued under the Simplified Acquisition Procedures (SAP) and is set aside 100% for small business. The NAICS code is 235810 and the small business size standard is $11.5 million. The Bureau of Reclamation has a firm fixed-price requirement for the replacement of the tubing pump (working barrel) in the Havasupai water well located on the Havasupai Reservation in Arizona (approx. 65 miles northeast of Nelson, AZ). This work is to be completed as soon as possible. The project will require mobilization of a workover rig to the Havasupai Well [Bar Four Well] and set up; pulling tubing and pump from the well; re-installing tubing with the new tubing pump; and demobilization of workover rig. Contractors must currently have a workover rig and experience. The 7-inch [O.D.] diameter Havasupai Well is 3,110 feet deep and the top of the 3.25-inch diameter tubing pump is set at 2,915 feet. The tubing is 3.5-inch diameter and the sucker rods are 1-inch with upset joints. The top of a 5.5-inch diameter slotted steel liner is at a depth of 2,550 feet. A Lufkin C-320D-256-144 is sitting over the well on the side opposite the access road. A new chrome barrel will be required to replace the current one. Reclamation has already identified a source to furnish the desired new tubing pump. Offerors must include with their offer a completed copy of FAR 52.212-3. The clauses at 52.212-4, Contract Terms and Conditions -- Commercial Items (May 01) and 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders -- Commercial Items (May 01) apply to this acquisition.
