Description

The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA intends to procure via full and open competition a contract for engineering and technical services for Electronic Combat/Electronic Warfare (EC/EW) Systems and Support Equipment (SE). It is anticipated that a 5-year IDIQ Cost Plus Fixed Fee contract will result from this procurement. An estimated maximum level of effort of 250,000 hours is anticipated. The majority of anticipated tasking will require contractor presence at Point Mugu. Scope of work encompasses the continued analysis, design, development, integration and test of EC/EW systems and support equipment for current, ongoing programs at NAWCWD Point Mugu. Requirements are to: (a) review intelligence information, forecast threat capabilities, conduct studies concerning threat and threat mixes for User Data File (UDF) development, and develop test scenarios at the AC McMullin Electronic Combat Simulation and Evaluation Laboratory (ACM ECSEL) facility; (b) perform analysis of existing EW system Operational Flight Programs (OFP) and recommend design changes; (c) provide software and hardware maintenance and development support for EC/EW systems, laboratory systems and support equipment; (d) provide analysis of EC/EW systems to develop SE strategies; and (e) provide support for SE systems hardware and software design and implementation. All responsible sources may submit a proposal that will be considered by the agency.
