Description

Notice of intent to issue a purchase order for a part -time information technology consultant for non-personal advisory and assistance services. The contractor shall provide legacy applications support services to include modifications and porting in support of the migration of the SEC legacy applications from a MainFrame environment to a client server environment. Tasks include reviewing critical legacy applications issues, assessing how these issues impact SEC divisions. and offices, reviewing and advising the OIT staff as to the requirements and implications to the changing and/or migration of legacy applications, and participating in meetings on legacy applications issues and the porting of same to any different environment and language. Performance is part-time over a one year period. The SEC contemplates a sole source award to Larry Hoskins, 716 Culpeper St., Fredericksburg, VA 22405 due to his extensive, in-depth knowledge of the SEC legacy systems garnered over many years of experience. Market research demonstrates the level of expertise of the SEC legacy applications is not available in the government or private sector. The SEC intends to solicit and negotiate with only one source.
