Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR Subpart 13.5, Test Program for Certain Commercial Items applies. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N61339-02-T-0002 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 2001-01. This solicitation is a 100 percent set-aside for small business. The NAICS Code for this solicitation is 541611 with a size standard of 5 Million. This will be a firm fixed price requirements contract with 4 option years. The quantities identified in SLINs 0001AA thru 0001AE are estimates for the base year. The minimum number of workshops that may be ordered during the first 12-month period is 1 and the maximum is as shown by SLIN below. The maximum number of workshops that may be ordered at one time is 1. The minimum number of conference calls that may be ordered during the first 12-month period is 1 and the maximum is as shown by SLIN below. The maximum number of conference calls that may be ordered at one time is 1. CLIN: 0001, the contractor shall furnish all labor, transportation, materials and any other items necessary to provide the services identified in the statement of work (sow) from the date of award for a 12 month period; CLIN: 0001AA, Workshops (1-day), Qty: 17 Ea; CLIN: 0001AB, Workshops (2-day), Qty: 10 Ea; CLIN: 0001AC, Workshops (3-day), Qty: 2 Ea; CLIN: 0001AD, Workshops (7-day), Qty: 1 Ea; CLIN: 0001AE, Conference Calls, Qty: 48; CLIN 001AF: Other Direct Costs; CLIN: 0001AG, Travel (do not quote on this item at this time). The following statement of work (SOW) applies: Statement of Work: 1. SCOPE. This Statement of Work (SOW) defines the non-personal technical support services requirement for the U.S. Army Simulation and Training Command's (STRICOM) Strategic Partnering and Program Management effort. This effort consists of the coordination of interoperability studies and conducting workshops.=20 2. APPLICABLE DOCUMENTS. N/A. 3. REQUIREMENTS. 3.1 Interoperability Coordination Studies. The contractor shall conduct studies to ensure interoperability coordination in accordance with the lessons learned from the live, virtual, and constructive simulations, simulators, and trainers within the Department of the Army products. =20 3.2 Strategic Performance. The contractor shall document the strategic performance work and experience with the STRICOM organization that will include the strategic planning, partnering, and integration. 3.3 Technical Documentation. The contractor shall design, develop, review, update and provide the following documents: a. Implementation Manuals. The manuals shall document the development and set up of an adaptable situation-specific Strategic Partnering Process that will proactively enhance the current level of success, performance and achievement established by the contract relationship to date. The contractor shall also document the collaborative development of clear and functional channels of communications and conflict resolution processes and pre-confirmed follow-up conference calls and partnering performance review meetings to help insure that designated goals and objectives are in fact on track. b. Progress Review Reports. The contractor shall provide a progress review report after each workshop. c. Tactical Implementation Plan. The contractor shall establish a combined implementation taskforce and communications coordinator to maintain targeted Progress-on-Plan goals and timelines are met. 3.4 Liaison. The contractor shall be the liaison between the live, virtual, and constructive simulations, simulators, and trainers.=20 3.4 Meetings. The contractor shall participate in meetings, reviews and conferences. =20 3.5 Workshops. The contractor shall host, conduct, and facilitate the workshops. The workshops are Strategic Partnering Workshops with Live, Virtual, Constructive and LCCS Strategic Partnering Taskforce Workshops to include Tactical Implementation Plan Tracking. The workshops shall be fluid and adaptable to rapidly respond and conform to the constantly changing global environment in which STRICOM functions. =20 3.5.1 Estimated Schedule for Workshops by Type. =20 Aviation Training: 3 One-day Workshops, 2 Two-day Workshops and 8 Conference Calls Constructive Training: 3 One-day Workshops, 1 Two-day Workshop and 9 Conference Calls. Virtual Training: 3 One-day Workshops, 2 Two-day Workshops, 1 Overseas (7-day) workshop (Korea) and 7 conference calls. Live Training: 3 Two-day Workshops, 2 Three-day Workshops and 8 conference calls. Artillery and Chemical Training: 5 One-day Workshops and 8 conference calls. LCCS Taskforce Workshops: 3 One-day Workshops, 2 Two-day Workshops and 8 conference calls. Note: The above workshops may be combined but would count as one workshop, for instance, Aviation, Artillery & Chemical and Virtual may combine a 2-day Workshop since all three technically fall under Virtual Training. The minimum number of workshops that the government will order at one time is one. 3.6 Program Status. The contractor shall identify expenditures to date, status of work, work performed, problems encountered and the resolution, a summary of all major events, and other pertinent information. =20 3.7 Travel. The contractor shall be required to travel. All travel requests shall be approved prior to initiating any travel and shall be governed by the Federal Joint Travel Regulations. 3.8 Task Order. All work done under this contract will be by individual task order. No work shall be performed until the applicable task order has been issued. 3.9 Period of Performance. The base period for this effort will be for a 12-month period from contract award. The contract will also include 4 option years. Delivery shall be made in accordance with the SOW and individual task orders. Acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. =20 The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. =20 The following evaluation criteria shall be used as addenda to FAR 52.212-2(a):=20 Evaluation criteria: Contractor selection shall be based on the evaluation of quotations against three factors. The factors in their order of importance are Technical, Past Performance and Price. the Technical and Past Performance factors, when combined, are significantly more important than the Price factor. Under the Technical Factor, the following sub-factors apply and shall be responded to by each offeror: a. Formal education. Identify degree(s) by type and major. b. Experience: Identify the number of Simulation, Simulator and Trainer Workshops performed. c. Identify all expertise in (1) Live Training, (2) Virtual Training, (3) Aviation Training, (4) Artillery & Chemical Training, and (5) Constructive Training. d. Background. A background in engineering is required. d. All offerors shall submit a current resume. If any of the information requested above is identified in the resume it does not need to be listed separately. All offerors shall provide the following, as a minimum, to support a past performance evaluation: Name, address, telephone number, contract number and point(s) of contact for each Federal, state or local government, or private contract where you performed work similar to or the same as the work identified in this RFQ during the last five years. Options. The Government will evaluate options for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. =20 The Government intends to make an award to the responsible firm whose quotation conforming to this solicitation provides the best value, price and other factors considered. =20 The following subparagraphs of FAR 52.212-5(b) apply: =20 (1), (5), (7), (11), (12), (13), (14), (15), (23). The following subparagraphs of FAR 52.212-5(c) apply: None. The following additional clauses apply and are added to FAR 52.212-5:=20 52.216-21 "Requirements," Add contract expiration in the Date blank, 52.217-8 "Option to Extend Services" ? Nov 1999. The time period for contractor notification will be 60 days. 52.217-9 "Option to Extend the Term of the Contract" (Mar 2000). (a) is 60 days from contract expiration; (c) is five years. =20 The following clauses of DFARS 52.212-7001(a) and (b) apply: 252.225-7001, 252.243-7002, 252.247-7023. =20 A completed copy of the following must be included with each quote: FAR 52.212-3, DFARS 252.212-7000. =20 The following clauses also apply: DFARS 252.204-7004, "Required Central Contractor Registration." =20 The DPAS rating for this solicitation is N/A.
