Description
USAID/Haiti (hereinafter known as USAID) intends to issue a Request for Proposals (RFP) to solicit offers from U.S firms capable to implement an estimated three-year contract plus a two-year option for the implementation of its Education 2010 Activity within the Strategic Objective (SO) "Increased Human Capacity". USAID/Haiti intends to award a contract for implementing ED 2010 in March 2002. USAID expects that, in working with other donors and partners, its activities to increase human capacity will make inroads toward addressing Haiti's educational problems. USAID's current strategy focuses on a long-term approach that emphasizes: 1) pedagogical improvements; 2) community participation; 3) institutional and policy development; 4 broad access to information; and 5) training. ED 2010 is a continuation of USAID efforts to support the improvement in the quality of basic education in rural and depressed urban areas. ED 2010 builds on the work of ED 2004 particularly in the area of distance education by extending the educational content of radio broadcasts to a more diverse audience, and thus achieve Strategic Objective 4 through a much broader approach than is currently used in ED 2004. It is expected that ED 2010 will continue support to the achievement of IR1, Improved quality of primary education, and its sub-IRs, Better instruction and learning in primary schools, better community support to primary schools, and Improved policy framework for private-public sector collaboration. However, the successful offeror is asked to recommend ways (or a process) to modify the SO4 framework in order to accommodate the greater emphasis and broader targeting of the distance education component. More specifically, ED 2010 will implement the following four interventions to achieve SO4. 1. Provide a detailed design for implementing ED 2010 that comprises: -- A well-specified strategy for reaching SO4 objectives through activities in radio education; training; NGO institutional strengthening; community/PTA mobilization; and policy formulation and execution. -- Activities that are defined in terms of Items 2-4 below; -- A proposed approach for assisting USAID/Haiti's strategic review process, including both the mission-wide strategy and SO4; -- Proposed planning, implementation, evaluation, monitoring exercises and accompanying schedules and benchmarks, as appropriate. 2. Expand the accessibility and use of educational radio through: -- The establishment of a facility that can use satellite transmission for radio broadcasting; -- Extending assistance to, and using, community radio to reach audiences; -- The development and production of materials to reinforce radio messages; -- The training of staff of NGO partners or other institutions in the use of radio communication as a teaching tool; -- The extension of math and Creole reading to either non-cluster schools or to an extended network of cluster schools; -- The extension of primary education to older students, out-of-school youth, and adults; -- Collaboration with GOH ministries or offices, to obtain support for educational radio; 3. Strengthen the capacity of Haitian public and private sector institutions, including community/PTA organizations to: -- Advocate in unison on behalf of education sector programs; -- Implement sector activities aimed at the improvement of educational quality; -- Support the use of radio as a widely-used medium of communication; -- Effectively sustain their internal program and financial management capabilities; 4. Improve classroom teaching among teachers, school management by directors, and supervision by MENJS inspectorates (at local levels). Ensure continuity of the training by working with MENJS to incorporate the teaching materials and approaches into its training programs. In support of the above activities, the contractor will establish a project office in Port au Prince. The office will have the managerial and administrative authority and responsibility to assure the satisfactory functioning of the contractor in Haiti. On the following screen, select "Download Available USAID Solicitations". Here you will see a list of all new solicitations. You must confirm in writing to the contact person noted above that, you have received this solicitation through the Internet. As the recipient of this solicitation document, you are responsible for data errors resulting from transmission or conversion processed. Further, be aware that amendments to all those who have sent in the written confirmation of solicitation receipt. However, USAID does not guarantee that an amendment will be issued to you directly based upon written confirmation that you have downloaded the solicitation from the Internet. You are therefore advised to regularly check the USAID Internet site for amendments." USAID/Haiti anticipates issuing the solicitation for this procurement on/or shortly after November 8, 2001. Copies may be obtained only by written request to the Contracting Officer, USAID/Haiti (Fax 509-229-3201). We will not send copies via courier service. As noted above, a request sent through the US Postal Service may mean serious delays in receipt of the RFP document. Requests should include complete mailing address, e-mail, phone and fax numbers.
