Description
Fleet and Industrial Supply Center, San Diego, CA intends to place a task order with Americable International Incorporated, 10711 SW 216th Street, Suite A100, Miami, FL 33170, for cable television services at various Navy Locations in San Diego. All work will be performed in accordance with "Franchise Agreement for Cable Television Services at Various Navy Locations, San Diego, CA" dated 8 October 1996. Americable will provide CATV and other ancillary communication services as outlined in the Telecommunications Act of 1996. The contractor will construct, install and maintain facilities and equipment and solicit subscribers. (See Note 22) Delete: 252.215-9403, Additional Evaluation Factors Contractor Evaluation System, Red/Yellow/Green Program. Add: FAR Clause 52.215-1 is hereby added Add: Provision 52.212-2, Evaluation -- Commercial Items, applies with paragraph (a) completed as follows: The Government will evaluate offerors' proposals utilizing the following factors: (i) TECHNICAL CAPABILITY OF PROPOSED SERVICES TO MEET THE REQUIREMENT (ii) PASTS PERFORMANCE (iii) PRICE (i) TECHNICAL CAPABILITY of Proposed item to meet the requirement, Factor (i) will be assessed by evaluating technical information submitted that describes the offerors' ability to perform the services set forth in this solicitation. The offerors' technical information will be used to determine whether the services proposed are in accordance with the "Franchise Agreement for Cable Television Services at Various Navy Locations, San Diego, CA" dated 08 OCT 1996. Services offered, as provided in Offerors' technical information will be evaluated and determined to be technically acceptable or technically unacceptable. Offers, which are determined to be technically unacceptable, may not be considered further for award. (ii) Offerors' PAST PERFORMANCE information submitted will be used to make a determination of whether the offeror has a satisfactory record of past performance. Offerors should therefore, provide performance history and references to demonstrate satisfactory performance for up to three prior similar contracts or orders of similar work within the past three years. The Contracting Officer will evaluate Offeror's PAST PERFORMANCE as follows: NEUTRAL: No relevant past performance available for evaluation. Offeror has asserted that it has no relevant directly related or similar past performance experience. Proposal receives no merit or demerit for this factor. OUTSTANDING: Very little to no potential risk anticipated with delivery of quality service, on time, or of degradation of performance, or lack of customer satisfaction based upon the offeror's past performance. SATISFACTORY: Little risk anticipated with delivery of quality service, on time, or of degradation of performance, or lack of customer satisfaction based upon the offeror's past performance. MARGINAL: Significant potential risk anticipated with delivery of quality performance, on time, and of degradation of performance based upon the offeror's past performance. Only those Offerors, which are determined by the Contracting officer to be technically capable of performing under Factor (i) will be further evaluated under Factors (ii) and (iii). In the second step of evaluating those offers determined under Factor (i) to be technically acceptable, Factor (ii) PAST PERFORMANCE is significantly more important than Factor (iii), PRICE. At the discretion of the Contracting Officer, the Government intends to award a co ntract without discussion with offerors. Each initial offer should, therefore contain the Offeror's best terms from both a price and a technical standpoint.
