Description

The following solicitation will be issued on or about 10 Dec. 01: F61040 02 R0002 ? Provide all plant, labor, materials, equipment, and incidentals necessary to accomplish the work under Project MQNA 97-1071, Repair Prime Power Plant Switchgear at Lajes Field, Azores, Portugal. The existing switchgear, generator monitoring and controlling equipment, and conductors will be replaced in this project. The new switchgear will provide redundancy that allows the performance of routine maintenance without disrupting electrical service on Lajes Field. The new 15,000-volt switchgear will be provided with spare circuit breaker compartments and capable of operating at either a 50 Hz or 60 Hz frequencies to allow future connection to Electricidade dos Acores (EDA) as the prime electrical provider for Lajes Field. The new switchgear will be manufactured and installed as one, continuous piece of equipment and will replace the existing, four separate pieces of switchgear currently being utilized in the Power Plant. The project performance period is expected to be 375 calendar days. The magnitude of this project is between $1,000,000.00 and $5,000,000.00 dollars. Performance Price Tradeoffs (PPT) procedures will be utilized for this procurement and proposals will be solicited on a firm-fixed price lump sum basis. The North American Industry Classification System code assigned to this acquisition is 235310. This requirement will be full and open competition. The Request for Proposal (RFP) package will be available for downloading and viewing at Electronic Posting System (EPS) at http://www.eps.gov. A pre-proposal conference and a site visit will be held at Lajes Field on or about 17 Dec 01. Proposals will be due not later than 4:00pm (local time) on or about 16 January 02. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, plans, specifications & drawings will not be provided in a printed-paper format; However, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium.
