- The Naval Air Warfare Center Aircraft Division Lakehurst is seeking to procure swivel casters to be used as part of a dolly system for moving intermodal shipping containers short distances. Solicitation number N68335-02-R-0001. The containers will either be moved by personnel manually pushing them or towed by a vehicle at a maximum speed of 5 mph. The containers will be moved on concrete, asphalt and metal matting surfaces. Each dolly system will require 6 casters, (2 left side casters, 2 right side casters and 2 center casters). We intend to procure 6 casters as a pre-production set that the Government will functionally test on one prototype dolly system, then we will procure 246 casters for 41 dolly sets. The swivel caster shall meet the following requirements. Top plate 7 inch by 10 inch must have mounting holes with a 4.75 inch by 8.75 inch hole pattern for 5/8 inch diameter mounting bolts. Minimum load rating of 3800 lbs at 5 mph with a factor of safety of 5. A 1.25 to 1.5 inch tube parallel to the wheel on each side of the caster to accept a pry bar to assist in swiveling the caster in the desired direction. Positive lock foot brake capable of holding the rated load on a 20 degree incline is required for the right and left side casters. The center caster shall not have a brake. A four position swivel lock is required for the right and left casters. The center caster shall not have a swivel lock . Maximum height shall be 10.75 inches from the ground to the top of the top plate. We desire a source of supply that currently produces the caster described above , or produces a caster that with minor changes will meet the above requirements. Delivery of the pre-production set is required within 60 days after date of contract, the production sets are required 60 days after approval for release for production. Delivery FOB destination, split 50/50 to Norfolk, VA and North Island, CA. We desire a source of supply that currently produces the same or similar casters for use in commercial or military ground support equipment. Potential sources of supply shall provide a technical narrative that supports the product's capabilities to meet the Navy's requirements. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government technical, past performance, and price considered. The solicitation, with details of the technical proposals required to be submitted, will appear on the NAVAIR homepage located at http://www.navair.navy.mil. Select "Business". Then "Doing Business with us" and Open Solicitation." No solicitations will be mailed and no hard copies of solicitations will be made available. Responsible sources are advised to monitor the web site listed above for RFP release and RFP amendments, as necessary. The estimated release of the RFP is 30 October 2001. Phone, fax or e-mail requests for RFPs will not be accepted. The Government anticipates a firm fixed-price award as a result of this solicitation. This solicitation is being issued as 100% small business set-aside competition. All responsible sources may submit a proposal which shall be considered by the agency.
