Description

The Air Force Towed Decoy program office (ASC/AANA) is seeking sources for continuing acquisition support for the provision of host platform integration and field/flight test support, manufacturing process analysis, and towed decoy risk management support relating to the AN/ALE-50 towed decoy system. AN/ALE-50 components are being integrated into the B-1 aircraft as a part of the B-1B Defensive Systems Upgrade Program (DSUP) and into the F-15 as a part of the F-15 fiber optic towed decoy program. Other potential platforms are being investigated. Program requirements can be found in the AN/ALE-50 library on the PIXS website at www.pixs.wpafb.af.mil. AN/ALE-50 Towed Decoy Program s initial EMD contract was awarded sole source in JUN 96 to Raytheon Company of Goleta CA. This contract is scheduled for completion in mid 2002. The program office plans to award a contract for the remainder of the EMD effort in DEC 01. The Government does not own a technical reprocurement data package for the AN/ALE-50 Towed Decoy system. The Government will not serve as the system integrator. The Government requirement is for a contractor to provide continuing EMD support for the remainder of the AN/ALE-50 Towed Decoy development program. Responsible sources who feel they meet the above requirements are invited to submit a Statement of Capabilities (SOC) to the Government. Requirements for SOC s are found in the library on the PIXS website at www.pixs.wpafb.af.mil. All respondents shall indicate whether they are a large, small, or small disadvantaged business in relation to NAIC Code 336413, size standard 1000 employees. The Government reserves the right to set this action aside for small business. Foreign companies are not eligible as prime contractors for this development. Foreign-owned U.S. companies are not foreign companies. Release of classified technical data to foreign-owned U.S. companies is dependent upon the type of facility security clearance under which the company is operating. The Government does not intend to award a contract on the basis of this synopsis. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
