Description
Description of Work: The USACE Marine Design Center intends to initiate a negotiated procurement to acquire the necessary marine design and construction services to retrofit one existing steel, self-propelled, monohull vessel for use on the Great Lakes as a fisheries research vessel in support of the research mission of the U.S. Geological Survey, Biological Resources Division. The vessel to be retrofitted is presently not a functioning vessel. It has been stripped of all major equipment and joiner work, and is presently a steel shell with shafts, propellers, and rudders which will remain in use on the completed vessel. This procurement includes two options: Option 1 is for Transportation of the R/V STURGEON Hull (which is presently located in Escanaba, MI) and GFE to the Contractor's Facility. Option 2 is for ABS Classification. Upon completion, the vessel will support gill net and trawling operations, and will house wet lab and dry lab spaces where scientific research activities will take place. Accommodations for scientists and vessel crew are also required. The principal dimensions of the vessel are approximately 100-feet in length, 25-feet in breadth, and 9-feet in draft. An inspection period will be available to all prospective offerors, and it is highly recommended that all offerors inspect the vessel and GFE prior to submitting a proposal. The Inspection period will be specified in the Request for Proposal. The acquisition will be a negotiated, best value procurement performed using the Contracting by Negotiation procurement process as prescribed in FAR 15. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The proposals will be evaluated against the following factors: TECHNICAL FACTORS (In descending order of importance): Product, Past Performance and Experience, and Management. PRICE FACTORS: Price Reasonableness, Price Realism, Price to the Government for Transportation of the Vessel and GFE to/from the Contractor's Facility. The Technical Factors are more significant than the Price Factors for offers within the Government Budgetary Estimate. However, the Price Factors become most significant if the budgetary estimate is exceeded. The Estimated Value of the project is $500,000 to $1,000,000. The Request for Proposal documents will be available on the Internet web page on or about 13 November 2001 hard copies will not be available. No written or fax requests shall be accepted. Contractors shall download this request for proposal (including drawings) and all amendments (including drawings) from the Internet web page at the following address https://ebs.nap.usace.army.mil/AdvertisedSolicitations.asp on or after issue date of the request for proposal; The official media of distribution for this request for proposal is the INTERNET WEB PAGE. All amendments to this Request for Proposal will be posted to the Internet web page at the above address. Hard copies of the amendment will not be furnished. It is the contractor's responsibility to monitor the Internet web page for amendments. Interested contractors must register on the Internet. If any of the contractor's information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the request for proposal and amendments. Bidders are responsible for printing paper copies of the request for proposal including any drawings. Proposals will be due on or about 13 December 2001 COB (4:00 p.m.). This procurement is 100% small business set aside. The NAICS Code is 336611 with a size standard of 1000 employees. Affirmative action to insure equal employment opportunity is applicable to the resulting contract. Award will be made as a whole to one bidder. All contractors must be registered in the DoD's Central Contract Register before award as required by DFARS 204.7300. Instructions will be included in the Request for Proposal*****.
