- Description
- The General Services Administration, has a need to procure the services of a small business company to provide Commercial Facilities Management Services at the Department of Veterans Affairs, 810 Vermont Avenue, N.W., Washington, D. C. The offeror shall be responsible for management, operation, maintenance, repair, custodial, pest management, trash and debris removal, recycling and support operations of the building, its associated grounds and all building support systems, in an efficient, economical, and reliable manner. The offeror shall provide management, administrative, and technical functions, including engineering services for reimbursable building alterations, develop management operational plans to cover all functions, including equipment and building inspection tours and a building operation plan. The offeror shall provide the necessary staff and training to perform management and operational functions, including the planning, scheduling, and allocation of resources to sustain the building functions (i.e., operation and maintenance of mechanical/electrical equipment, uninterrupted power supply system, energy management system). This procurement is a total set-aside for small business. The North American Industry Classification Code (NAICS) Code is 235990. The offeror must have a full production office located within a 50 mile radius of Washington, D. C. (Full production includes the necessary facility with full staffing). NOTE: This procurement has been identified as a possible set-aside under the Javits-Wagner O'Day (JWOD) Act (41 U.S.C. 46-48c). Refer to Federal Register Notice dated October 9, 2001 (Volume 66, Number 195) [Page 51371-51272], Committee for Purchase from People who are Blind or Severely Disabled, Proposed Additions to Procurement List. If this procurement is placed on the JWOD Procurement List before award, it may be cancelled (See FAR Part 8). The period of performance is for a base period of 36 months with three 36-month options. The total performance period will not exceed twelve (12) years. Services are expected to commence on or about February 1, 2002. The request for proposal (RFP) will be posted on the Federal Business Opportunities website at http://www.eps.gov on or about November 6, 2001. Proposals are due by December 5, 2001, at 3:30 p.m. local time. Hard copies of the solicitation as well as all amendments and other related documents will not be issued.
