Description

The National Institute of Standards and Technology (NIST) plans to issue an order on a sole source basis to Dr. Vitalii Silin, Gaithersburg, MD 20874, under the authority of FAR 13.106-1(b). The purpose and objective of this requirement is to provide technical services for the Biomolecular Materials Group. Dr. Silin will design equipment and software necessary to extend the measurement capability of the surface plasmon resonance detection system; maintain the vacuum vapor deposition facility; use the vapor deposition facility to fabricate thin metallic films onto silicon wafers; and assist the Group in preparing meeting presentations and manuscripts. Dr. Silin is the only source for these services as he has excellent experimental skills in the physical and biochemical sciences. His knowledge of thin metallic films, surface plasmon resonance, infrared spectroscopy and biomolecules makes him uniquely qualified for this position. He has experience with the necessary experimental apparatus and the biomolecules to the studied. He has published more than 43 papers in peer-reviewed journals and a total of more than sixty publications. The period of performance will be from January 22 to July 23, 2002. The anticipated award date of the order is on or about 10 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A request for Quotation (RFQ) is not available.
