Description

The Naval Air Systems Team (NAST), Patuxent River, Maryland has a requirement for Administrative and Clerical Support Services under Solicitation Number N00421-01-R-0172. This effort will be competed on a full and open (i.e. unrestricted) basis. The requirements, which will be described in a Performance Based Work Statement (PWS), include Correspondence and Reports, Travel, Time and Attendance, Mail Management, and General Administrative Support. These functions are currently performed by a Government workforce. Pursuant to OMB Circular A-76, Commercial Activities Study, procedures, private sector offerors will be assessed using source selection criteria to determine the offeror for cost comparison to Government. Accordingly, a contract may or may not ultimately be awarded as a result of the study/cost comparison. If a contractor is selected as the most cost effective performing activity, an award will be made in accordance with OMB Circular No. A-76 in conjunction with all other applicable Government and Navy acquisition regulations. All personnel of the service provider (i.e. selected source) will be required to: 1) pass specific background checks to obtain access to the Naval Air Warfare Center complex, 2) pass specific background checks to obtain access to the Government network, and 3) to have Department of Defense "Secret" Security Clearances. In addition, some offices require "Top Secret" clearance. The solicitation will be issued on a Fixed Firm Price (FFP) basis, and may include Indefinite Delivery Indefinite Quantity (IDIQ) with fixed unit prices. $8.5M per annum was a rough order of magnitude (or snapshot) estimate of the function at one point. However, this ROM should not be construed to necessarily represent any organization that might result from the solicitation. Any resultant contract is anticipated to be for a base period and up to four/five option periods (not to exceed five years). The date planned for release of the solicitation is on/about 15 November 2001. A site visit at NAST Patuxent River, Maryland will be hosted approximately 10-15 days after solicitation issuance (and details provided therein).
