- Description
- The project is located on the east coast of Florida about midway down the peninsula; 7.1 miles south of the Patrick Air Force Base at Indialantic and Melbourne Beach. The plan consists of placing beach fill along 3.8 miles of shoreline with a 1,200-foot tr ansition section at the northern limit and a 1,500-foot transition at the southern limit of the reach. Florida Department of Environmental Protection (FDEP) monument R-118 plus 300 feet bounds the project to the north and Spessard Holland Park to the sout h at R-139. The berm has an elevation of +10.0 feet MLW with a construction slope of 1 vertical to 15 horizontal. A small, 2.5-foot-high dune is to be constructed on the landward side of the beach fill. Construction requires the placement of approximate ly 1.6 million cubic yards of sand. This will be accomplished with a Base requirement and three options. The BASE extends 2.2 miles from monuments R-127 to R-139 and will require approximately 943,000 cubic yards. OPTION A, located to the north of the B ase , is 0.35 miles long extending from monuments R-125 to R-127 and will require approximately 157,000 cubic yards. OPTION B continues to the north of OPTION A just over 0.5 miles from monuments R-122 to R-125T. OPTION B will need approximately 246,000 cubic yards of beach fill. OPTION C is the northernmost segment extending 0.7 miles from monuments R-118 plus 300 feet to R-122 and requires approximately 254,000 cubic yards. One borrow area for this project is located approximately 2.5 miles offshore a nd 10.5 miles north from the center of the project site. This borrow source, known as Space Coast Shoals Borrow Area 2, does not contain enough material for the whole project. Two other borrow sources have been identified some 23 miles north of the proje ct and are known as Canaveral Shoals Borrow Areas 1 and 2. These borrow sources are located between 2 to 6 miles offshore of the tip of Cape Canaveral. An access channel is provided for approach to Canaveral Shoals Borrow Area 1 that may have to be dredg ed. If dredging of this access channel is required, disposal of all material will be placed in the Ocean Dredged Material Disposal Site (ODMDS) located 7 to 8 miles south of the access channel. Blending of material is acceptable. A Nearshore Disposal an d Sand Rehandling Area (NDSRA) is provided at the center of the project fill area -- 2,450 feet by 4,500 feet -- although it is not required for use. The NDSRA may be used from October 1st to April 30th. Beach filling will only be allowed from November 1st t o April 30th. There is no restriction on the number or kinds of dredges in operation on this project. Storage of equipment and/or pipe on the beach is not allowed during May 1st through October 31st. Alternative sand sources will be considered that meet the criteria established in the contract specifications. Any required permits or environmental documentation needed for use of an alternative sand source shall be the responsibility of the Contractor. No time extensions shall be granted to the contract period for use of an alternative sand source. Magnitude of construction is over $10,000,000.00. The solicitation will be issued on or about November 30, 2001 with proposals due on or about 15 January 2002. Solicitation will be issued in electronic forma t only.
