Description
Amendment No. 003 is issued to respond to questions received in response to Solicitation No. USSS020006. Question #1: What is meant by "...lightweight, built in or exterior gator" for the boots under Sub-Item Nos. 0001A and 0002A? U.S. Secret Service (USSS) Response: This is a protective waterproof reinforcement located on the top opening of the boot, or which can be attached, that will prevent snow, etc. from entering the interior of the boot. This provides added protection when pant legs, for example, are tucked into the boot. Question #2: Are the boots under Sub-Item Nos. 0001A and 0002A required to be ankle or calf high? USSS Response: The boot may be of any height from ankle high through calf high. Question #3: Are there brand names or manufacturers available for the items? USSS Response: Brand names or manufacturers are not available. Generic descriptions/specifications are provided for each item in the Solicitation. Question #4: For Sub-Item No. 0001K, is there a fabric specification relating to the denier of the fabric to be used? USSS Response: No. The item must meet the minimum specifications as provided, which include "rip-stop nylon exterior." Question #5: For Sub-Item No. 0001K, is this specification based on an existing bag? USSS Response: No manufacturer/model number is available for Sub-Item No. 0001K. The specification provided is a generic description. Question #6: For Sub-Item No. 0001K, are there dimensions for the Velcro closure side pouch? USSS Response: There is no limitation to the size of the compartment, or to the number of compartments, as long as at least one compartment exists. Question #7: For Sub-Item No. 0001K, what side of the bag is the pouch attached to? USSS Response: USSS is indifferent as to which side of the equipment bag the pouch is attached to. Question #8: For Sub-Item No. 0001K, does the main compartment of the bag have a zipper closure? USSS Response: Yes. The main compartment of the equipment bag requires a zipper closure. Question #9: For Sub-Item No. 0001K, should the specification read 26 inches lengthwise (across the front), 14 inches high and 10 inches wide (across the side)? USSS Response: This is an accurate account of the measurements provided in the specification. Question #10: For Sub-Item No. 0001K, does the bag open towards you, left to right, away from you, etc.? USSS Response: USSS is indifferent as to which direction the equipment bag opens. Question #11: For Sub-Item No. 0001K, is there padding or stiffing, and does the bottom of the equipment bag have a stiffener to support the feet/runners? USSS Response: Only a stiffener is required to support the "feet" and bottom of the equipment bag. Padding is discouraged. Question #12: What is the third dimension of the interior waterproof compartment, or is it flat pocket, with a zipper or velcro closure? USSS Response: The interior waterproof compartment is a flat pocket, and requires a zipper closure. Question #13: The mittens and gloves described resemble current brands. Could USSS provide the style numbers? USSS Response: Brand names or manufacturers are not available. Generic descriptions/specifications are provided for each item in the Solicitation. Question #14: For Sub-Item No. 0001B, mini-flashlight, is 5 3/4 inches length acceptable? USSS Response: Yes. The length for the black mini-flashlight may be from 5 1/2 inches to 5 3/4 inches. Question #15: For Sub-Item Nos. 0001C and 0002D, for the thermal top and bottom garments, is there a specific color to be used? USSS Response: Offerors may provide only one color for total number of items. The standard colors to choose from are gray, blue or white. The successful offeror may not mix colors to obtain total quantities. Question #16: For Sub-Item No. 0001J, water bottle, is a one liter size acceptable? USSS Response: Yes. One quart to one liter size is acceptable. Question #17: For Sub-Item No. 0001I, may a twelve hour light stick be provided? USSS Response: Provided the minimum specifications as stated are met, the item will be deemed acceptable. In this case, concerning duration only, the minimum requirement provides for at least four hours. Question #18: For Sub-Item No. 0001A and 0002A, will -40F be acceptable? USSS Response: Provided the minimum specifications as stated are met, the item will be deemed acceptable. Here, the minimum requirement provides for a comfort/warmth minimum range of -20F. Question #19: Will the sample equipment bag require full quantities (i.e,, 50 each hand warmers, etc.) of all Sub-Items? USSS Response: Yes. The sample assembled equipment bag shall include full quantities of Sub-Item Nos. 0001A through 0001K. Please note: Offerors may submit multiple proposals to present alternative items. Each proposal will be evaluated separately. The deadline for receipt of questions is 3:00 P.M. (EST), Tuesday, October 30, 2001. Questions must be submitted in writing, and may be submitted via facsimile to (202) 406-6801; attn: Kelly Curtin; or via electronic mail at kcurtin@usss.treas.gov. All responsible offerors shall forward proposal package to U.S. Secret Service, Procurement Division (Suite 6700), Attn: Kelly Curtin, 950 H Street, NW, Washington, DC 20223, to be received no later than 3:00 P.M.(EST), Thursday, November 8, 2001.
