Description
The VA Pittsburgh Healthcare System (VAPHS) is seeking contractor(s) to provide primary care services to veteran beneficiaries at contractor's Community-Based Outpatient Clinics (CBOCs) located within Westmoreland and Beaver Counties in Pennsylvania. VAPHS prefers that the Westmoreland County CBOC be located within the city limits of Greensburg, PA and that the Beaver County CBOC be located within the city limits of Hopewell, PA; however, other proposed locations will be considered. The Westmoreland and Beaver County CBOCs shall be solely dedicated to veterans. The Government may make a single or multiple awards contingent upon best value and offeror's ability to meet all requirements. The contract is for a Base Year plus four (4) Option Year periods. The solicitation allows a 60-day startup period. It is estimated that award will be made on or about March 1, 2002, and the first patient(s) will be seen at the CBOCs on or about May 1, 2002. The contractor shall be qualified to provide primary care services, such as, but not limited to: medical history, physical exam, clinical assessment diagnosis, treatment, Level I laboratory services as specified in the solicitation, ECG's, x-rays (excluding invasive procedures, MRI's, CT and ultrasound), podiatry services, and dietitian services. Laboratory specimens (other than the specified Level I laboratory tests) will be collected at the contractor's facility and forwarded to the VAPHS for performance. X-rays will be performed by the contractor and delivered to the VAPHS for interpretation. Physicians providing primary care services under this contract shall demonstrate evidence of education, training, and experience in Internal Medicine and/or Family Practice. The VAPHS prefers that physicians providing primary care services under this contract are certified in Internal Medicine and/or Family Practice by the American Board of Medical Specialties (ABMS) or the Bureau of Osteopathic Specialists (BOS). For the Westmoreland County CBOC, the Government estimates the workload to be 1,925 unique veteran patients with an individual veteran being seen an average of 3 times for a projected total of 5,775 primary care visits for the Base Year. For the Beaver County CBOC, the Government estimates the workload to be 1,200 unique veteran patients with an individual veteran being seen an average of 3 times for a projected total of 3,600 primary care visits for the Base Year. The offeror will quote a "per member per month" capitation rate for the Base Year and each Option Year and submit a written technical proposal addressing these evaluation factors: Past Performance, Staffing, Coordination and Continuity of Care, Site, and Small Disadvantaged Business (SDB) Participation Program. Requests for hard copy solicitation must be in writing to Linda Glancy at the above address and accompanied by a non-refundable check for $5.00 made out to the VA Pittsburgh Healthcare System. No telephone requests will be accepted. A preproposal conference will be held at the VAPHS, University Drive Division, Pittsburgh, PA; and the date, time and conference room will be identified in the solicitation. The estimated proposal due date is close of business (4:30 P.M.) EST on December 17, 2001. This solicitation is unrestricted.
