- Description
- The US Department of Energy (DOE) seeks sources with the capability to prepare Environmental Impact Statements (EIS), Environmental Assessments (EA), Environmental Reports (ER), and supporting environmental documentation. During the next five years, DOE headquarters program and field offices nationwide, including the National Nuclear Security Agency (NNSA) and Federal Energy Regulatory Commission (FERC) and their offices will require contractor support services and products in activities involved with the preparation of EISs and EAs, prepared under the National Environmental Policy Act of 1969, P.L. 91-90, 42 U.S.C. =A7=A7 4321 et seq., (NEPA), and Environmental Reports (ERs) and other documentation as required by the Nuclear Regulatory Commission (NRC) in its review of license applications. =20 DOE plans to issue multiple-award, indefinite delivery/indefinite quantity contracts for the preparation of EISs, EAs, ERs, and supporting documentation. One or more contracts could be awarded to qualified small business concern(s). The NAICS Code is 541620 Environmental Consulting Services; the size standard is $5 million. Work will be performed for all DOE, NNSA, and FERC offices and programs nationwide. The specific EIS, EA, ER, and supporting documentation to be performed under the contracts will be issued on individual task orders from various DOE, NNSA, and FERC offices nationwide. Interested firms must have experience in providing Government agencies with prime contractor support in EIS preparation, the capability to provide ongoing EIS support work when staffing demands are very uneven (i.e., requiring significant amounts of technical specialties for short periods, then not at all, and then requiring those experts again), and the capability to provide ordering offices with a Task Proposal in five working days. =20 The target date for issuance of the solicitation (RFP No. DE-RP04-02AL67464) is February 2002 and will only be available in electronic form at the "DOE e-center -- Doing Business With DOE" Internet web site located at http://doe-iips.pr.doe.gov. The target date for contract awards is June 2002. The total term of the contracts will be for five years. A draft statement of work is currently posted to this web site.
