Description
TVA intends to enter into an agreement(s) with one or more qualified firm(s) to supply flue gas desulfurization equipment (scrubbers) at any TVA site where such systems are needed. The first scrubber must be operational 01/01/06 with an additional scrubber to become operational in each of the successive years of 2007, 2008, 2009 and 2010. The TVA fossil plants tentatively identified to receive scrubbers are Bull Run, Colbert, Kingston, and Paradise. The sequence of the installations has not been determined. TVA is soliciting expressions of interest,including innovative financial arrangements and project delivery arrangements for the project(s). TVA desires to select firm(s) that have a history of successful experience with scrubbers as well as balance of plant systems. In addition, the firm must have a corporate philosophy consistent with the alliance concept and a genuine desire to enter into such an agreement. TVA will have certain mandatory minimum qualifications that Respondents must meet before consideration. Only those Respondents which certify to TVA that they can fully meet all of the mandatory minimum qualification requirements will be considered. Prospective offerors will be required to submit detailed supporting documentation (with their proposals) to substantiate meeting all mandatory minimum qualification requirements as stated below in items A through J. Teaming and subcontracting relationships are encouraged, and these minimum qualification requirements may collectively be satisfied by combining the qualifications of team members and subcontractors committed to perform in the event of award. Individual qualification criteria, however, must be satisfied by individual entities. The following is a summary of the mandatory minimum qualification requirements: A) Has successfully supplied, erected (for turnkey work), and placed into service 3 scrubbers for a coal fired generating station of not less than 300 megawatt name plate capacity, with each having a successful operational tenure of not less than 2 years. Successful operation is defined as meeting target SO2 removal rates of ~95% with a scrubber availability factor of at least 95%. B) Has capability and experience handling multiple projects (of at least the magnitude similar to that described in A above) at multiple sites simultaneously and be able to demonstrate the ability for project management of complex projects with appropriate proposed structure of the project management team. C) Has capability to assign a licensed professional engineer (PE) for each engineering discipline and other experienced scrubber personnel to the TVA work. All drawings will be required to be approved/stamped by respective discipline PE for state in which scrubber will be located. D) Has experience with computer-based project control systems, and possess the ability to integrate with TVA systems. TVA currently uses Primivera 3.1 as the standard scheduling software. E) Has a design presence in the TVA region or be willing to establish a presence in the region either directly, through teaming arrangements, or through sub-contractor alliances. F). Has the financial capacity (creditworthiness) to guarantee the timely performance, obligations, duties and responsibilities under or related to the contract (including performance and warranty issues), for the term of the agreement. G) Has an established Total Quality Program. H) Has the ability to provide information on equipment performance history for scrubbers, experience data of design and experience data of erection. FOR TURNKEY/INSTALLATION WORK I) Must be willing to become signatory to TVA's project labor agreement. J) Has an acceptable safety program with demonstrated ability to assign on-site safety professionals. Current EMR should be no greater than 1.0. Current OSHA/BLS recordable injury frequency rate should be no greater than 7.0. Must submit corporate safety record including workers compensation cost per man-hour and environmental compliance record. Technical data will be furnished with the solicitation, anticipated to issue on or about 1/7/02.
