- Description
- This project is a "Best Value", two-phase solicitation for the Design and Construction of Convert to Hypersonic Plant at Arnold Air Force Base, Tennessee. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) package. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and usable facilities, as described in the RFP documents. One solicitation will be issued covering both phases. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two, and an amendment will be issued to those selected offerors. Selection of offerors for involvement in Phase Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Phase Two stage of the Request For Proposals. A limited number of firms will be invited to participate in the second phase. This solicitation will include acceptance of a stipend. Refer to the RFP package, Section 00100, paragraph: 952.000-4273 (TWO-PHASE DESIGN-BUILD STIPENDS AND LIMITED RIGHTS TO TECHNICAL DESIGN PROPOSALS) for additional information. The general scope of work on this project is directed towards the propulsion ground test facility needed for simulated altitude testing of hypersonic (Mach number greater than 4) air-breathing engines. More specifically, modifications will be made to existing facility systems in five areas: SUE burner installation, thrust measurement system, ejector system, test medium supply system, and nozzles. The installation of an existing high pressure sudden expansion (SUE) burner, high pressure LOX supply system, and connections to fuel and ignition systems is required to provide a high temperature test medium. Work scope for the thrust stand includes the design and installation of a test cell system allowing the mobilization of an existing 6-axis thrust measurement system to be placed in multiple locations within the APTU test cell. Work scope for the ejector system modifications involves modifications to the facility exhaust ducting, including the addition of a second stage ejector if required, modifications or replacement of the existing first stage ejector, changes to the cooling water system, and the addition of a combustion-heated steam generator system. Work scope for the test medium supply system involves the installation of new and refurbishment high-pressure piping in the test medium supply system. Work scope for the nozzles involves the design and fabrication of two new high Mach nozzle throats to be attached to the high pressure SUE burner. The hardware installed by this project will be scheduled in such a way as to minimize downtime during tie-ins at the interfaces and during installation in a highly used operating facility. The work must also consider a future upgrade to the facility, which will double the mass flow rates required from the various supply systems. The North American Industry Classification System (NAICS) code for this project is 234930. Bid documents are available on or about 19 November 2001. Estimated cost of work is between $5,000,000 and $10,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Note No. 1: Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the Internet to receive one CD-ROM. Registration instructions are available on the Internet at http://www.sam.usace.army.mil then click on contract bids. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firms physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Actual solicitation amendments will be issued either by fax, posting for download to the aforementioned web page, or CD-ROM. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. NOTE: This solicitation is in .pdf format and requires "Adobe Acrobat Reader". "Adobe Acrobat Reader" may be downloaded free of charge at http://tsn.wes.army.mil/ComSoftware.asp. Note No. 3: Critical Path Method (Network Analysis System) is required. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $27,500,000 for the past three years. Note No. 7: A pre-proposal conference for Phase 2 will be held at Arnold AFB, TN on 23 January 2002, at 9:00 a.m. (Central Time), for the purpose of touring the project site and accepting questions concerning the project. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the "Best Value" process. All parties planning to attend should provide the following information to Ms. Peggy DuBray, Tennessee Area Office, 1433 Fifth Street, Arnold AFB, Tennessee 37389-9102, FAX (931) 454-3125, Telephone (931) 455-6771, by noon, 16 January 2002: a. Name of firm with complete mailing address. b. Name, title, and phone number of each representative. Request for attendance received after 16 January 2002 may not be accepted. All attendees must be U.S. citizens or must be admitted lawfully for permanent residence into the United States. If representatives who are neither U.S. citizens nor immigrant aliens wish to attend, they must be authorized to access AEDC. Authorization is granted only on a Government-to-Government basis. Application should be made through the appropriate embassy in Washington, D.C. All representatives' names must be entered upon the Site Tour. Transportation from the Lakeside Club of Arnold AFB, for the tour on Base will be provided by the Government. No privately owned vehicles will be allowed on base without a temporary vehicle pass. A cafeteria-style lunch will be available at the cafeteria and will be paid for individually. A court recorder will record all questions and answers made at the conference and a copy of the transcript will be provided to all prospective offerors as a downloadable ".pdf" file on the Mobile District Contracting home page at: http://www.sam.usace.army.mil/. Attendance is strongly recommended. NO CAMERAS OR RECORDING DEVICES WILL BE ALLOWED. Casual attire is suggested. A site inspection will be conducted at Arnold AFB, Tennessee as part of the pre-proposal conference. Arrangements for inspecting shall be made with Ms. Peggy DuBray, Tennessee Area Office, 1433 Fifth Street, Arnold AFB, Tennessee 37389-9102, FAX (931) 454-3125, Telephone (931) 455-6771. Offerors should visit the site and take such other steps, as may be reasonable necessary to ascertain the nature and location of the work, and the general and local conditions, which can affect the work or the cost thereof. Failure to do so shall not relieve offerors from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government shall assume no responsibility for any understanding or representations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related documents. In this regard, Offerors should note Contract Clause FAR 52.235-3 "Site Investigation and Conditions Affecting the Work."
