- Description
- A MARKET SURVEY is being conducted to determine if there are adequate Section 8 (a) and/or HubZone contractors for this proposed contract for either a Section 8 (a) or HubZone Business Competitive Set-Aside award. The proposed contract will be to Design/Bu ild a new 4550 square meter (sm) Consolidated Support Facility and renovation of approximately 1,000 sm existing facility at Edwards AFB, California. The facility will combine several 95th Air Base Wing administrative and support offices into a single c entralized building, including headquarters command office. The slab- on- grade 2-story building is expected to be constructed of reinforced masonry with standing seam metal roof. Architectural features shall comply with Base Building Standards. Relocat ion of existing prewired modular furniture is required as well as supplemental purchase of additional new workstations and parts. The building shall be fully wired to accommodate standard office systems. Building connections to all base utilities is in t he general site vicinity. Landscaping, vehicle parking and exterior lighting shall also be provided. The renovation work is expected to be minimal with primary work activities associated with addition of sprinkler system, removal of environmental hazards , and cosmetic repairs. There may also be some demolition of existing facilities required. This project is planned for advertisement in December 2001 with award scheduled in March 2002. Contract duration is estimated at 480 calendar days. NAICS is 233320. The size standard is $27.5 million. The estimated cost range is between $5,000,000.00 and $10,000,000.00. 20% of the work is to be self-performed. All interested Section 8 (a) and or HubZone businesses should notify this office in writing by mail or fax by November 7, 3:00 pm, Louisville, Kentucky time. Responses should include: (1) Identification of company as a Section 8 (a) or HubZone business, (2) Past Experience -- Describe completed projects that are similar in size and scope to the proposed project, the percentage of self-performed work and how that was accomplished, (3) C apability of obtaining performance and payment bonds for a project in the dollar amounts listed above, and (4) a statement verifying the contractor will self-perform 20% of the work and how it will be accomplished. NOTE: If qualified Section 8 (a) or HUBZone business firms do not respond, this planned contract action will be converted to full and open competition.
