Description
This competitive procurement is 100% HUB Zone Set-Aside. The MCU-2A/P is the primary Chemical, Biological Protective Mask used by the Air Force and the Navy for their ground troops. The MCU-2A/P is a single-eye lens variant of the M-40 Mask currently used by the Army and Marine. The MCU series mask consists of silicon face blank and nose cup, side mounted C2/C2A1 canister, six point head hardness, front and side voicemitters, drinking tube and built-in microphone pass-through. The fac e blank is vulnerable to chemical agent permeation since silicon will allow chemical agents, especially liquid to penetrate at a much faster rate, thus jeopardizing the protective capability of the mask. The Second Skin is a molded covering that fi ts over the face blank of the mask providing the needed chemical protection. The Second Skin shall also be interfaced with t he Joint Services Lightweight Suite Technology (JSSLIST) (chemical protective garment) integral hood. The contractor will be responsible for design, development and production of 2 sizes of the Second Skin based on the Governm ent?s performance specifications and the actual MCU-2A/P masks. Since the second skin might come in contact with human skin , the formulation must be tested and certified for the absence of toxicity and approved for human usage. The government ant icipates awarding one Indefinite Delivery Indefinite Quantity (IDIQ) contract for design, tooling fabrication and first arti cle delivery with subsequent delivery orders for production. Currently, the Government?s requirement for production is appr oximately 200,000 skin(s) for the first delivery order and approximately 800,000 skin(s) for the second. Subsequent deliver y orders (if required) for additional quantities have yet to be defined. It is anticipated that the Request for Proposal wi ll be released on or about 6 Nov 01.
