Description

The Broadcasting Board of Governors' International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch (M/CON/SA), intents to solicit, negotiate, and award a Purchase Order (contract) on a non-competitive basis using Simplified Acquisition Procedures FAR Part 13) to Quantel, Inc., 199 Elm Street, New Cannan , Ct., 06820 for annual extended support program for maintenance service for the following government owned Quantel Equipment as listed below: 1. Clipbox (S/N C14209), 2. Picturebox (S/N C71386), 3. Picturebox (S/N C71386), 4. Picturebox (S/N C71461), 5. Picturebox (S/N C71382), 6. Paintbox Express (S/N C15408), 7. Paintbox Esprit (S/N C16205), 8. Editbox (S/N C16175). Quantel is the manufacturer of the above stated equipment and due to the specialized nature of the equipment, it's proprietary hardware and software is the only known source to the BBG/IBB that has the expertise and resources necessary to fulfill this requirement. The statutory authority permitting other than full and open competition that is applicable to this procurement is FAR Subpart 6.302-1 (a) (2), 41 U.S.C. 253 (c) (1). Only one responsible source and no other supplies or services will satisfy agency requirements. This Notice of Intent is not a request for competitive price quotations; however, interested firms or persons may identify their interest and capability to respond by 3 PM EST, Thursday, November 15, 2001 to be considered. A determination by the Government not to compete this proposed purchase order (contract) based upon responses to this Notice is solely with the discretion of the Government. Any information received from interested firms/persons responding to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
