- SOLICITATION NOTICE for a performance based, best value, guaranteed maximum price, Firm Natural Gas Transport Service Contract. National Institutes of Health, Construction Contracting Branch, ORS, 9000 Rockville Pike, Bldg. 13, Room G800, Bethesda, Maryland 20892-5711. The Solicitation Number for this announcement is 292-01-P(HA)-0009 (This is a Full and Open Competition). STATEMENT OF OBJECTIVES -- Contractor to develop performance based statement of work, finance, prepare documents to obtain regulatory approvals, design, construct and maintain a Firm Natural Gas Transportation Service capable of delivering a future capacity of 40,000 Mcf/day (1,666 Mcf/hour)at 100 to 390 psig. Origin and routing of the gas service will be proposed by the contractor for the government's review. The delivery point shall be Building 11 at the National Institutes of Health (NIH), 9000 Rockville Pike, Bethesda, Maryland 20892. Upon successful completion of the Firm Natural gas Transport Service, the National Institutes of Health will repay the guaranteed maximum price over the following ten (10) years. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. BASIS OF AWARD: The award will be based on the evaluation factors outlined in Section M of the solicitation. Technical Factors in the solicitation are; 1) Community and Environmental Impacts (40 Points); 2) Service Targets (30 Points); 3) Regulatory Authorizations (20 Points); 4) Past Performance (5 points); 5) Subcontracting (5 points). Note the technical points indicated are order of magnitude. The five technical areas will be evaluated on an adjectival basis. The Government may use past performance information obtained from other than the sources identified by the Offeror and the information obtained will be used for both the responsibility determination and the best value decision. Ratings for past performance shall be Excellent, Very Good, Marginal, Poor. Ratings for the other Technical Factors will be Exceptional, Acceptable, Marginal and Unacceptable. Cost and Pricing factors will be evaluated for cost realism, fairness, and reasonableness. Cost data to be contained in the Offeror's price proposal in accordance with Section B of the solicitation , entitled "Price Proposal", is to be used to determine the Offeror's overall understanding of program requirements and his ability to perform. Offerors are advised the Government intends to evaluate proposals and award a contract without discussions with Offerors (except communications conducted for the purpose of minor clarifications). Therefore, each initial offer should contain the Offeror's best terms from a technical and cost standpoint. However, the Government reserves the right to conduct discussions later if determined by the Contracting Officer to be necessary. The Solicitation will be released 15 calendar days after publication of this announcement and the proposals due per the solicitation documents. Interested Offerors are urged to attend, but attendance is not mandatory. In accordance with FAR 5.207 (c) (XV), all responsible sources may submit an offer, which will be considered by the agency.
