Description

The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS, Plant Protectio n and Quarantine (PPQ) requires a contract for aircraft and crew services for aerial release of sterilized fruit flies to su pport the Mediterranean Fruit Fly Preventative Release Program in the Los Angeles Basin and as needed to support additional fruit fly aerial release programs within the State of California. A firm fixed-price, requirements contract, with an econom ic price adjustment for aviation fuel is anticipated. for aircraft and crew The effective period of the contract shall be January 1, 2002, or date of award, whichever is later, through September 30, 2 002. The contract will include two 1-year unilateral options to extend the effective period, and unilateral options to exte nd the effective period on a month-to-month basis thereafter, not to exceed an additional 6 months. The need for aircraft a nd crew may vary throughout the effective period of the contract. Therefore, the range of aircraft and crew required during the effective period may range anywhere from zero to eight aircraft. Orders for aircraft and crew, and notice of return of aircraft/crew, or suspension or termination of a specific service requirement shall be provided to the Contractor by the des ignated APHIS Contracting Officer's Representative (COR) on an as needed basis. Special purpose modifications to the aircra ft will be required for installation of the Government-owned, refrigerated insect release machine and related equipment. The Solicitation is scheduled to be released on or about November 1, 2001. Proposals are solicited on an unrestricted basis. Therefore all responsible sources may submit an offer which will be considered.
