Description
The Naval Air Warfare Center Weapons Division (NAWCWD), Code 210000D, 1 Administration Circle, China Lake, CA 93555-6100, is issuing a draft request for proposals (RFP) for the Scientific, Technical, Administrative, and RDT&E Services (STARS) Contract on or about 5 November 2001. The contract is a combined follow-on effort to the Business and Administrative Support Services (BASS) N68939-96-D-0008 and Scientific and Engineering Support Services (SESS) N68939-97-D-0003 contracts. The Government anticipates award of a Cost Plus Award Fee (CPAF) Indefinite Delivery Indefinite Quantity (IDIQ) five year contract to a single awardee. The current contracts (both BASS and SESS) expire on 30 September 2002. The performance period of the new contract is expected to begin 1 October 2002 and end 30 September 2007. The Mission of the Naval Air Warfare Center Weapons Division (NAWCWD) is to be the Navy's full-spectrum research, development, test, and evaluation, and in-service engineering center for weapon systems associated with air warfare (except antisubmarine warfare systems), missiles and missile subsystems, aircraft weapons integration, and assigned airborne electronic warfare systems; and to maintain and operate the air, land, and sea Naval Western Test Range Complex. NAWCWD, part of the Naval Air Systems Command (NAVAIR), consists of the following sites: NAWCWD China Lake and Point Mugu; Naval Air Weapons Station (NAWS), China Lake; Navy Base Venture County (NBVC), Point Mugu; and attached activities. This contract specifically supports the NAWCWD, although work may be required to be performed at various locations throughout the U.S. in support of NAWCWD and NAVAIR missions. This Scientific, Technical, Administrative, and Research, Development, Test, & Evaluation (RDT&E) Services (STARS) contract supports the NAWCWD environment today and will include the full spectrum of RDT&E infrastructure, systems, and functions necessary to carry out the "weaponeering" charter of the organization. NAWCWD currently provides weapons related efforts ranging from basic scientific research to in-service engineering support. The Contractor shall provide IT services and materials necessary to support the NAWCWD research, development, test, evaluation, in-service engineering, and product team efforts. Additionally, business and administrative services shall be provided in support of the NAWCWD mission. The IT services cover a variety of efforts, however, a large majority of the work is in the areas of software development, database/system administration and operations, and data/information handling and management. A no foreign exclusion is currently in process. To allow offerors to judge whether or how they can satisfy the Government's requirements, and enhance the Government's ability to increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award, the draft solicitation, including the draft Statement of Work and additional attachments, may be found through the 2.0 Contracts Competency Home Page https://contracts.nawcwd.navy.mil/rfp-nawc.htm. This exchange of information is expected to address offerors? concerns regarding the acquisition strategy, including proposed contract type, terms and conditions, and acquisition planning schedules; the feasibility of the requirement, including performance requirements, statements of work, and data requirements; the suitability of the proposal instructions and evaluation criteria, including the approach for assessing past performance information; the availability of reference documents; and any other industry concerns or questions. The Government is particularly interested in areas where offerors believe the requirements are ambiguous or overly restrictive. The government will consider and review all comments and any changes will be reflected in the final solicitation.
