- Description
- NASA/MSFC plans to solicit for the prototyping and implementation of the SAP Budget Planning/Formulation Module under the NASA IFM Program. This module is an extension of the Budget Execution Function under the Core Financial Module, which is currently being implemented at NASA. The mission of the IFM Program is to improve the financial and human resources management processes throughout the Agency. The IFM Program will re-engineer NASA's business infrastructure in the context of industry "best practices" and implement enabling technology to provide necessary management information to support the Agency's strategic plan implementation. Specifically, NASA is targeting Enterprise Resource Planning (ERP) solutions to incorporate "best practice" business processes within the Agency. The strategy is to buy "best of suite" based on the Core Financial Module, which is the first active IFM Project. The Core Financial Module serves as the backbone for the other functional areas within the scope of the IFM Program. NASA/MSFC intends to procure these services from Accenture LLP, pursuant to FAR 6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements. These services are deemed to be available only from Accenture LLP, as award to any other source for the SAP Budget Planning/Formulation Prototyping and Implementation effort would result in substantial duplication of cost to the Government that is not expected to be recovered through full and open competition. NASA/MSFC selected Accenture LLP to implement the selected SAP Core Financial Software across the Agency. Award of a Blanket Purchase Agreement (BPA) was made to Accenture LLP under its GSA Group 70 Information Technology Multiple Award Schedule. The IFM Core Financial Module consists of standard general ledger, accounts receivable, accounts payable, budget execution, purchasing, project accounting and cost allocation. Task orders are issued against the BPA for implementation services. Currently, five task orders have been issued for the Understanding Phase, Implementation Project Management, Agency Design Phase, Pilot Center Implementation, and Agency Rollout Periods of Understanding for NASA Headquarters and NASA Glenn Research Center. Budget Planning/Formulation is inextricably linked with Budget Execution, a component of the IFM Core Financial Module, since budgets created in Planning/Formulation are loaded into SAP Budget Execution. Detailed knowledge of the Core Financial configuration is critical, as Budget Planning/Formulation uses the same configuration tables. Accenture is providing configuration support in the Core Financial Module and therefore has the requisite knowledge essential to keep Budget Planning/Formulation tightly synchronized and consistent with the Core Financial Module. Problems occurring between Budget Planning/Formulation and the Core Financial Module could be easily rectified and handled between the Core Financial and Budget Planning/Formulation project teams, thereby expediting resolution. No other contractor can provide the services required without impacting the IFM schedule or duplicating cost, since a thorough understanding of the IFM Program and the SAP software and all configuration activities completed and/or underway, including the underlying rationale to such activities, especially with regard to the Budget Execution component, is crucial before services can be provided. The Government intends to acquire a commercial service using FAR Part 8.4, Federal Supply Schedules under the GSA Group 70 Information Technology Multiple Award Schedule. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact, Lydia H. Butler at NASA George C. Marshall Space Flight Center, Procurement Office, Mail Code PS14-C, Marshall Space Flight Center, AL 35812 not later than 3:30 p.m. local time on November 23, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
