Information Technology for Air Armament Systems Support (ITA2S2) This synopsis is a tool to perform market research for the 96th Communications Group (96CG) requirement for professional Information Technology (IT) software and systems engineering manpower to support the Air Armament Center (AAC). This work is primarily located at Eglin AFB, FL. The AAC was created in October 1998, to provide a single focal point within the USAF for air armament. AAC develops, acquires, tests, deploys, and sustains air-delivered munitions. Air armament is so complex and so critical to current and future aeronautical systems that engineering services of the highest quality are essential to the success of AAC. As the base focal point for communications-computers the 96CG will use ITA2S2 to provide a full complement of Information Technology services to the AAC and associate units at Eglin AFB, FL. The Government is considering a 10-year contract for this effort consisting of a two-year basic award and four two-year options. Currently much of this effort is covered by the Software Engineering Support (SES) contract F08635-96-C-0017 which is a Cost-Plus-Award-Fee (CPAF) type contract. This contract is scheduled to expire 30 Sep 02. The estimated level of performance for the new contract will be approximately 250 engineering man-years per year. The government is considering a single small business set-aside award within North American Industry Classification System (NAICS) code 541710; (size standard -- 1000 people). This will be decided after market research is completed and a final acquisition strategy is determined. Comments regarding contract type and the proposed term are welcome. Respondents to this market survey should identify their business size and classification with respect to the above size standard. Foreign participation is excluded. This market research will focus on companies that primarily provide IT engineering services, rather than companies that design and build IT products. The ITA2S2 contract requires state-of-the-art IT engineering, C4I expertise, and critical air armament research/development/test process knowledge to support a diverse array of Air Armament requirements. Interested sources who can meet the requirements should provide a statement of capabilities that provides the following information: A) Management Capability: The ITA2S2 contractor must have experience managing a large and diverse work force of the estimated staffing magnitude, including professional software and systems engineers, technical support staff, and administrative staff. The ITA2S2 contractor must also have experience recruiting and retaining top quality employees. Potential offerors are to provide contract information and/or other program information showing at least five years of successful experience providing these type services. Provide points of contact, including names, telephone numbers and email addresses to verify this information. B) Overall Technical Capabilities: The 96CG supports a wide range of both legacy systems and new systems for 96CG customers. Contractors must demonstrate recent and relevant experience in all areas of support. Interested firms must provide clear and convincing evidence of its capability to provide support covering multiple task categories including: Range Systems and Software Engineering; Systems and Test Engineering; Telemetry Systems Engineering; Base-wide Telecommunications and Network Design, Engineering and Support; Web-enabling Design, Development, and Maintenance; Independent Verification and Validation of Critical Range and Test Applications; Mission Planning Systems ngineering, Software Engineering, and Test; C4I Systems Test and Test Planning; Modeling and Simulation, including High Level Architecture; Scientific Data Processing and Analysis, including Real-Time, Post-Test, and Photogrammetric applications; Software Tool Development and Application; Management Information Systems (MIS), including Program and Project Management; Accounting and Financial Systems Support; Test Resources and Range Scheduling Systems Engineering, Software Engineering and Support. C) The 96CG is externally assessed at SEI CMM Level 2 and has active plans underway to achieve SEI CMM Level 4. To complement and supplement these 96CG activities, all contractors interested in providing this service must have successfully achieved at least SEI CMM Level 3 and have an active program to successfully attain CMM Level 4 during the basic contract period. D) Systems Engineering experience is required in distributed systems design and developing distributed systems software. General knowledge of industry standards and how to apply these standards when designing time-critical systems software is required. Experience in working with hardware engineers to refine system designs and troubleshoot distributed system problems is required. E) Telemetry Engineering experience is required with design characteristics and functions of state-of-the-art telemetry processing equipment, interface hardware and software, and various levels of software languages required in these applications. Must have thorough knowledge of telemetry data characteristics and engineering unit conversion techniques. Must have knowledge of telemetry standards. F) Real-Time and Post-Test Applications, Systems and Software Engineering experience is required in scientific computer programming and/or analysis. G) Network System Manager/Analyst experience is required in network design and application of time-critical network control software. Experience must also include implementing procedures for network development and operations, interfacing with system engineers and hardware engineers to refine network system designs and perform problem analysis. Specific experience qualifications include: Networking computing systems (hardware and software) over a wide range of network topologies; Knowledge of network systems architectures and client/server computing modes; Network System experience, proficiency and application of network standards; Working knowledge in the application of fiber optic communications hardware; Proficiency with network diagnostic tools; Knowledge of network security issues associated with INTERNET connectivity and the application of "firewalls". H) Management Information Systems/Decision Support Systems and Software experience is required in translating business and military projects information requirements into operational databases, including identification of database requirements, database design, creation of and sustainment of relational databases in a variety of computing environments ranging from PC client-server to mainframes. I) Experience is required in the definition, design, development, and sustainment of mission planning systems. Specifically, offeror must have relevant and recent experience in the definition, design, development and sustainment of software and systems for Flight Performance Models (FPM), Aircraft/Weapons/Electronics (AWE) interface, Mission Route planning, Weapons Delivery Planning, Takeoff and Landing Data (TOLD) functions, Air Refueling planning and Air Drop planning. Please limit information to be submitted to no more than fifty (50) typed pages, 8-1/2 x 11 inches, with at least one and one-half (1-1/2) line spacing, using Office 97, Arial 12 font. If hand carried or mailed, include a digital copy on 3.5_ floppy disc. Please do not provide standard marketing brochures, catalogs, etc. . Responses should reference Solicitation F08635-02-R-0034. Synopsis responses will be evaluated on the basis of demonstrated software and systems engineering technical and management expertise in performing manpower support contracts in order to determine qualified/interested sources, make decisions regarding small business set-asides, and formulate acquisition strategy. Submission of qualification packages is requested 15 days after the publication of this notice. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), and is not to be construed as any commitment by the government. It is contemplated that as they are created, elements of the draft RFP will be released incrementally on the Electronic Posting System (EPS) beginning in January 2002. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
