Description

This acquisition is being offered under the SBA 8(a) Program and will be awarded on the basis of competition limited to eligible 8(a) concerns. 8(a) firms are encouraged to request a copy of the requirement in an expedited manner as the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) Program. NASA/JSC plans to issue a Request for Offer (RFO) for facility and flight project configuration management and control systems and products to support the Engineering Directorate offices and divisions. The support shall include comprehensive systems and services, which will include all aspects of configuration control, such as, change system support, data and documentation management, ISO 9000 support, computer information systems and product development support. These systems shall be documented, implemented, automated, maintained, and operated by the contractor. In addition, these systems and procedures shall be in compliance with all hierarchical NASA configuration management and performance measurement manuals, requirements, and regulations. It is also required that the contractor shall be in compliance with the ISO-9000 standards as defined in the JSC System Level Procedures and EA and division Work Instructions. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The NAICS Code and Size Standard are 541519 and $18.0 million, respectively. The DPAS Rating for this procurement is DO-C9. The clauses in the RFO and model contract are those in effect through FAC 97-27. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about November 16, 2001 with an anticipated offer due date of on or about December 17, 2001. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
