- Description
- The U.S. Department of Commerce intends to award a small business set-aside contract for Bureau of Economic Analysis' requirements as described in the following: The Bureau of Economic Analysis (BEA) has a requirement for long-term econometric and statistical processing systems support for the Benchmark Input-Output (BMIO) and Annual Input-Output (AIO) processing systems. In addition, BEA has an on-going requirement for the development and support of econometric databases that will support enhancements to BEA's data dissemination and publication (via the Web and other media) of critical economic data, such as Gross Domestic Product (GDP) and other National Income and Product Accounts (NIPA).=20 The Contractor shall provide a broad range of services including econometric and statistical analysis, systems analysis, design, development, testing, documentation, and implementation. In addition, the contractor shall provide systems integration, data migration services, maintenance, database support, and user support. The Contractor shall work with BEA teams in the Computer Systems & Services (CSSD), National Income & Wealth (NIWD), Government (GD), Industry Economics (IED), Current Business & Analysis (CBAD), and other program divisions necessary to accomplish assigned tasks. The annual input-output (I-O) accounts are prepared every year and the benchmark I-O accounts are prepared every 5 years for years in which an economic census has been done. They show commodities produced by each industry in the U.S. as well as the commodities used by each industry and final user in the economy. The accounts are used internally at BEA to benchmark the National Income and Product Accounts (NIPA's) and as the basis for the RIMS multipliers. They are used by other Federal agencies and many private and educational institutions for the preparation of weights for price indexes, projections of the economy, productivity studies, regional input-output tables, and economic impact studies. Constructing the annual and benchmark I-O accounts and tables are computationally intensive and highly detailed, utilizing significant amounts of data and advanced econometric methodologies. Furthermore, BEA has implemented a database-driven NIPA tables web application. The web site is operating in continuous production mode with monthly updates coinciding with BEA's monthly GDP and Personal Income releases and is used extensively by governments, businesses, and citizens. The business processes and information technology systems that support these accounts and estimation processes are of a complex econometric and statistical nature that is unique to BEA. For BEA to be successful in meeting it's strategic plans in the next several years at minimum cost to the Government, it is absolutely essential that the Contractor have the following capabilities: -- Comprehensive knowledge of the processes used to produce NIPA tables as published on BEA's web pages and published in the Survey of Current Business, the supporting data for the NIPA tables and their processing systems, including NONAME and CASCADE (two in-house developed systems for processing National Accounts); -- Extensive advanced knowledge and understanding of the input-output model, and supporting data, including the methodologies in the following functional areas: margin generation and distribution for retail/wholesale/transportation costs, make tables, use tables, commodity flow, reallocations, and extrapolation; -- Demonstrated capabilities in maintaining and enhancing the AIO and BMIO systems; -- Advanced knowledge of the software architecture of the AIO and BMIO systems: specifically, Borland C++, Microsoft SQL Server, ERwin, and PVCS. -- Extensive prior experience in developing client-server relational database systems using Microsoft SQL Server that support complex queries of economic statistical data; -- Extensive prior experience in developing dynamic, database-driven web sites using JAVA, HTML, and ASP; It is anticipated that the Solicitation will be released on or about November 30, 2001 and posted at the following URL http://www.ofa.noaa.gov/~amd/SOLINDEX.HTML
