Description
The National Institute of Standards and Technology intends to negotiate with Dr. Curt Reimann, of Clarksburg, Maryland, on a sole-source basis for services to the NIST Manufacturing Extension Partnership (MEP) under statutory authority from 41 USC 253 (c)(1). These services shall include: 1. Review quality related practices of selected MEP Centers to determine key needs and to make recommendations; 2. Make presentations on quality to selected manufacturing audiences, MEP Centers leaders and other like organizations; 3. Provide consulting services to the NIST/MEP program; 4. Develop educational materials on quality tailored to the needs of MEP Centers and small businesses; 5. Review educational and assessment materials and provide comment to MEP Program; and, 6. Assist MEP Centers in the use of the Criteria for the Center Performance Excellence (The Criteria). A high level of knowledge of the criteria of both the Baldrige Program and the Manufacturing Extension Program are critical to the success of this requirement. Dr. Reimann is recognized as the leading quality expert in the United States as well as being a recognized leader in international quality activities. Dr. Reimann was the original visionary for the development of Federal role in the Malcolm Baldrige Quality Award Program. The process that Dr. Reimann developed was critical to the establishment and acceptance of America's National Quality Award. Dr. Riemann's knowledge of the Baldrige Program, the Criteria, and the overall quality processes makes him uniquely qualified for this requirement. The period of performance will be one year from date of award with four option periods. Interested parties may identify their interest and capabilities to respond to this requirement no later than the response date above. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for proposals. No request for proposal (RFP) is available. See numbered Notes 22 and 26.
