Description
THIS IS A SOURCES SOUGHT. The U.S. Coast Guard is conducting market research to determine the existence and interest of possible sources to lease multi-mission boats to be used by the Coast Guard. Missions include patrolling, high-speed response, boarding, and towing at all times in a wide range of weather conditions. Lease would be for a period of up to two years. Preliminary requirements for these boats indicate that they ideally would have the following attributes: (a) Hull length between 20 and 28 feet; (b) Beam not to exceed 8 ft 6 inches; (c) Secure seating for four crew (d) Weight with trailer and fuel not to exceed 7000 lbs; (e)Speed of 35 plus knots with twin outboards; (f) 100 nautical mile range at 30 knots; (g)Stable in all conditions; (h) A complete complement of navigational and communication electronics; (i) Substantial fittings for towing aft, towing alongside and mooring; and (j) Storage for 100 ft of towline, an anchor and 150 ft of anchor rode. While these are considered the desirable attributes, the Coast Guard will consider proposals for leasing of boats up to 50 ft in length with top speeds of at least 25 knots that could be reliably and safely used to support Coast Guard missions. Interested companies are encouraged to respond to this announcement as soon as possible with a "NOTICE OF INTEREST" and then follow up with "COMPLETE RESPONSE" information. In the complete response, companies should provide a summary of their capabilities and their expected ability to meet the requirements above. Responses should include: (a) name and address of the contractor and where the boats would be built; (b) point of contact including name, title, phone and e-mail address; (c) size of the contractor, average annual revenue for the past three years and the number of employees; (d) description and numbers of the boats owned by the contractor that currently meet, or with minor modifications, might meet the above listed requirements; and (e) whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business. Then NAICS code related to this acquisition is 336612. Submissions should be sent via mail, fax or e-mail to the above address. Companies are encouraged to make submissions via fax or e-mail due to current limitations on the postal system. E-mail submissions may include files in Microsoft Word format or Adobe Acrobat (*.pdf) format. Drawings may be submitted electronically in AutoCAD *.dxf or *.dwg format. Notices of intent to respond should be submitted by 9 November 2000. Complete Responses must be received not later than 19 November 2001. PLEASE NOTE THAT THIS NOTICE IS FOR INFORMATIONAL PURPOSES TO IDENTIFY POTENTIAL SOURCES. This notice does not constitute an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government.
