Description
The Defense Advanced Research Projects Agency (DARPA) and the Army have issued an "Other Transactions for Prototype" draft solicitation for the Concept and Technology Development (CTD) and the Systems Development and Demonstration (SDD) Phases of the Future Combat Systems Program. DARPA intends to award one agreement for the CTD phase in the late February 2002 timeframe to a Lead Systems Integrator. The proposal due date is scheduled for 3 January 2002. The solicitation is available in electronic form only, and is posted on the DARPA/TTO web page (http://www.darpa.mil/tto/solicitations.html). The final solicitation will be issued on or about 21 November 2001. Questions and comments concerning the draft solicitation shall be directed to the DARPA Agreements Officer, Robin Swatloski via email at PS02-07@darpa.mil or at (703) 696-0081. Questions and answers of a generic nature will be posted to the web without identifying the source and updated as needed. Additional information concerning this Program may be obtained by accessing the following website: http://www.darpa.mil/fcs. A critical element of the Program is the composition of the Lead System Integrator and team members that cut across organization boundaries to achieve optimal mixes of technical and management talent. To facilitate the role of teams, the program will be executed as an "Other Transaction for Prototypes" under Section 845, National Defense Authorization Act for Fiscal Year 1994, as amended. This flexible authority permits wide latitude in tailoring business, organizational, and technical relationships to achieve the Program goals. This tool allows the flexibility to use business and technical practices as desired. As a byproduct, it also has important implications for the structure of this solicitation, the breadth of issues prospective offering teams must consider, and the actual proposal structure itself. Companies that qualify as non-traditional defense contractors may provide a one-page capability statement which will be posted alongwith the solicitation to facilitate teaming.
