Description
Design services to furnish design development documents for Project 573-02-112, for additional space to provide for patient privacy. The scope of the design development involves the analysis of four different options; with a cost benefit analysis to determine what would be the most effective way to provide critically needed patient privacy. The existing 248 authorized bed count will be maintained. Proposed bed distributions are 38 Psychiatric beds, 30 ICU beds (12 MICU, 12 SICU and 6 CTICU), 120 Medicine beds and 60 Surgery beds. The four options are as follows: (1) Renovate existing and original patient units in Building One (main hospital building); (2) Add two additional floors to the Ambulatory Care Building for patient rooms; (3) Add two additional floors to the Nursing Home Care Unit for patient rooms; and (4) Construction of a new =93Bed Tower=94 building for patient rooms and necessary patient support services. A cost benefit analysis will be required to determine which option is the most economical and feasible approach. Ultimately, a subsequent requirement will involve the preparation of a capital investment proposal for the recommended option. Mock-ups and models will need to be developed to show the four different options. The models will be, for example, a typical 3-dimensional layout of a ward that would be renovated for patient use and privacy. Expanded floors of existing buildings, for a new constructed building (Bed Tower), a model would need to be developed to show the =93mass=94 of the facility as well as its location and its inter-relationship with the existing structures. Any projects involving renovations of existing space need to include the replacement of the air conditioning system in Building One, which is currently a radiant panel system, as well as installing fire sprinklers, and any fire alarm changes that will be required in accordance with latest codes. The most recent VA Privacy/Handicapped Standards, NFPA, JCAHO, American Institute of Architect=92s etc., requirements need to be evaluated for incorporation into the four options. The cost benefit analysis needs to be in sufficient detail to establish a project submission involving the Second Phase (subsequent contract) as described above. Selection will be based upon specialized experience and technical competence in the type of work required, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to project, past performance on contracts with Government agencies and private industry, in terms of cost control, quality of work, compliance with performance schedules, and other appropriate evaluation criteria.
