Description
The Naval Inventory Control Point, Mechanicsburg, PA intends to issue a RFP on or around 16 Nov 2001 for the procurement of Middleware Software to function with the Common Access Card (CAC). All middleware products must meet the performance requirements of the CAC Release 1.0 Middleware Requirements Specification Version 2.0 dated 3 Oct 2001. All resultant contracts will include Government-conducted First Article Testing (FAT) in accordance with the CAC Middleware and Reader Test Plan. Under the FAT, awardees' products will be required to pass a functionality test in order to certified as DOD CAC Compliant. Subsequent ordering of an awardee's product will not be authorized under any contract until the product has passed FAT and been approved by the Government. Awardees will have no longer than 180 days from date of contract award in which to get its product approved. The Go vernment will reserve the right to terminate for cause any contract under which the awardee's product fails to pass the FAT and receive Government approval in the specified period. The cost of FAT is estimated at $20,000.00 and will be borne by the awardees. It is anticipated that award of up to four (4) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be made based on a full and open competition. Each IDIQ contract will be for a base period not to exceed three years. Each contract will be awarded with a minimum contract value of $25,000.00 and a maximum amount of $20,000,000.00. The RFP will be issued on an unrestricted basis; however, the RFP contains a partial set-aside for 8(a) firms and small businesses. The Government intends to award to responsible contractors considering past performance and price related factors. If a large business is selected for an award, it must comply with FAR 52.219-9, Small Business Subcontracting Plan. The CAC Release 1.0 Middleware Requirements Specification and the CAC Middleware and Reader Test Plan will be available electronically on or around 7 November 2001 at LINKURL listed below.
