- 61ABG/CE at Los Angeles AFB (LAAFB), CA, is currently in the acquisition strategy development phase of a competitive acquisition for providing Civil Engineering Services at LAAFB for a period of approximately five years beginning sometime between 1st Qtr FY02 and 1st Qtr FY03. This Sources Sought Synopsis is for the purpose of inviting industry to provide input to the process. The general work to be performed includes Preservation and Maintenance of Industrial Facilities located on 108 acres at LAAFB in El Segundo and Lawndale; Engineering Services including Project Planning, Programming and Design; Facilities Records Management; Facilities/Construction Project Management; Fire Prevention Management; Environmental Program Planning and Management; Disaster Preparedness and Contingency Response Program Management; Grounds Keeping and Landscaping Services of industrial complex in El Segundo and Lawndale, Military Family Housing areas in San Pedro, and a 3.7 acre parcel in Sun Valley, CA; and Real Property Management and Maintenance of three Military Family Housing Areas with approximately 658 units located in San Pedro, CA. Any resulting contract will be subject to Department of Labor Wage Determinations for the locality of the work. NAICS Code 56121 -- Facilities Support Services (SIC Code 8744 -- Facilities Support Management Services) is applicable to this acquisition. The 61ABG/CE Acquisition Team is holding Industry Days from 13-15 Nov 01 at LAAFB, 400 N. Douglas Street, Bldg 219, Room 2080, near the intersection of El Segundo Blvd and Douglas Streets in El Segundo, CA. The Industry Day will include a Government presentation of the work to be performed, a site visit to the LAAFB properties indicated above on 13Nov01, and conduct of one-on-one discussions between each interested contractor and the Government 13-15Nov01. The one-on-one discussions are to permit interested contractors an opportunity to provide the Government with feedback to questionnaires provided to industry and inputs to the proposed acquisition. The questionnaires will be provided to all interested contractors responding to this Sources Sought Synopsis. At this point in the acquisition strategy, the Government is conducting market research to determine applicability of commercial standards for performing the work and developing a performance-based Statement of Work (SOW). No determination to limit competition has been determined; therefore both large and small businesses are encouraged to participate in these Industry Days. The Air Force reserves the right to award a small business set-aside provided two or more small businesses demonstrate a capability to perform the stated requirements. This is not a solicitation for a proposal, and no contract will be awarded based on information submitted in response to this synopsis. Persons attending the Industry Day/One-on-Ones must provide two forms of picture identification for entry to LAAFB and their vehicles may be searched prior to entry onto the base. Drivers must have a valid driver's license and copy of vehicle registration with proof of insurance.
