- This is not a Solicitation Announcement. This Sources Sought Synopsis is to gain knowledge of Potential Qualified Certified 8 (a) Dredging Firms Relative to North American Industry Class (NAIC) Code 234990. (Size standard $17.0 Million average annual rece ipts for the Proceeding Three Fiscal Years). Responses to this Source Sought Synopsis will be used by the Government to make Appropriate Acquisition Decisions. This notice is to assist the Galveston District, Corps of Engineers, in determining potential sources only. See submittal requirements. Project Information: Dredging Deep and Shallow Channels, Building and Maintenance of Dredge Placement Areas in various locations along the Gulf Coast of Texas. QUALIFICATION: Response to this Sources Sought Synopsis shall indicate specialized experience and Technical Competence in. a. Dredging experience in Harbors and Channels Navigated by ocean going vessels, barges, and a myriad of other watercraft. b. Dredging experience with Deep Draft Projects. c. Dredging experience with Shallow Draft Projects. d. Experience with Environmental Laws concerning with wildlife habitats e. Experience in laying dredge pipeline; also include laying pipeline thru heavy industrialized chemical plant area. f. Experience in civil engineering-surveying experience (land and hydrographic). g. Bonding capabilities. h. Provide name and size of dredge plant and pumping capability. i. Provide the location of the Dredge plant and registration. j. Provide Information on Personnel Captain and Crew. If an 8(a) Small Business were to receive an award as Prime Contractor as a result of any future 8(a) Set-Aside Dredging Solicitation, the 8 (a) Prime will be required to comply with FAR 52.219-14 which states that The concern will perform at least 25 per cent of the contract, not including the cost of materials, with its own employees. If an 8-(a) firm were to be awarded a contract as prime, the 8 (a) firm most comply with FAR 52.219-14. Provide evidence that on past contracts of a similar nature that yo ur firm (as the prime contractor) was able to comply with this requirement or that you have the capacity to meet the requirement. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing contracts tha t have been performed. The Matrix shall show the most recent three projects that prove you can meet each qualification criteria listed above, with contract numbers, contract type (Firm-Fixed-Price, etc), total contract price, client s name, current and a ccurate client point of contact with phone number, project location, description of the contract work requirement, dollar size of the contract, specific description of the actual work that the respondent did (was your firm the Prime or a Subcontractor, wha t specifically did your firm perform and what percentage of the entire contract did your firm perform, specific evidence that your firm can meet the 25% requirement, current status of the contract. Provide your ability to meet the qualifications above rel ative to qualified professional people and any other remarks. Firm should also indicate all applicable professional registrations and/or certification of all personnel and subcontractors. Responses to this SOURCES SOUGHT Synopsis must include information as to the size of the business responding relative to the NAIC Code 23499. Provide proof of SBA Registration. Two (2) copies of the response to this SOURCES SOUGHT Synopsis shall be maile d to the attention of MS Celia E. Cockburn , at U.S. ARMY Corps of Engineers, Galveston District, P. O. Box 1229, Galveston, Texas, 77553-1229. Responses must be submitted and received no later than 16 November 2001. Firms responding to this announcement who fail to provide all of the required information will not be used to help the Government make an acquisition decisions, which is the intent of this synopsis.
