Description
The U. S. Army Communications-Electronics Command Acquisition Center -- Washington intends to issue RFP DAAB15-01-R-1012 for Large Capacity Field Heaters (LCFH). An original announcement of this acquisition was issued in the Commerce Business Daily (CBD) o n 13 April 2001. THE SOLICITATION WILL BE ISSUED ON A SMALL BUSINESS SET-ASIDE BASIS. A single contract will be awarded for System Design and Development (SDD) and will include options for 60 production test quantities, 3 First Article Test (FAT) units a nd up to 5,625 production units over a period of up to ten years. The contract will also include the acquisition of initial spare/repair parts during the production phase. The LCFH will be developed in the following configuration: Self-Powered, operate o n JP8 and Diesel fuels, produce 350,000 British Thermal Units per Hour (BTUH) and provide clean heated air. The LCFH are intended to replace form, fit, and function of the current Army inventory of outdated Large Capacity Field Heaters (400,000 BTUH gasoli ne powered and operated) with improved capabilities in the areas of efficiency, weight, noise, diagnostics, reliability, mobility and safety. Units shall be designed and constructed in accordance with the Purchase Description (PD) and the Statement of Work (SOW) which will be included in the solicitation package; and approved commercial, Federal and MIL standards listed in the solicitation package. The RFP will include information concerning minimum and maximum quantities to be ordered. Secret facility cle arances are a requirement for contract award in order to receive the High Altitude Electro Magnetic Pulse (HAEMP) technical data. It is anticipated that the RFP will be posted on the Interagency Business Opportunity Page (IBOP) at https://abop.monmouth.a rmy.mil under Contracting Officer, Patricia Davis or Contract Specialist, Ellen Morris, on or about 15 November 2001. All further information pertinent to this program will be posted on the IBOP and all interested contractors should register for the LCFH bidder's list. It is anticipated that the RFP will close on 3 January 2002. Proposals in response to this RFP must be submitted electronically to the Contracting Officer through the Army Interactive Business Opportunities website by the posted closing t ime on 3 January 2002.
