REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE -- STATE CANCER POLICY DATABASE PROGRAM: This Request for Information (RFI)/Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this RFI/SS is to identify potential sources that are interested in and capable of performing the work described herein. The NCI welcomes comments from all individuals and concerns. The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or the NCI's use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of NCI's evaluation of the information received. As a result of this RFI/SS, the NCI may issue a Request for Proposal (RFP). However, should such a requirement materialize, no basis for claims against the NCI shall arise as a result of a response to this RFI/SS or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. =20 Request for Information: =09 The NCI seeks input and comment on its plan to develop a future solicitation to provide support services for the State Cancer Policy Database ( hereafter referred to as SCPD). The SCPD provides information necessary to evaluate the effect of state legislation on public health; conduct research and analyze cancer-related health policy; monitor legislative trends that may reflect changes in public attitudes and practice; and facilitate the application of cancer control research. The information maintained on state legislation and regulations address cancer-related topics, including access to state-of-the art treatment, breast cancer, cervical cancer, colorectal cancer, genetics, ovarian cancer, prostate cancer, skin cancer, surveillance/cancer registries, testicular cancer, tobacco-use reduction and uterine cancer. The NCI intends to award a single contract to provide necessary technical and logistical support to the SCPD Program in the Office of the Director, NCI. The NCI seeks to determine the pool of potentially interested and qualified applicant organizations to aid in the design of this anticipated solicitation that will address the following areas: =20 Legislative database development and maintenance. Monitor legislation, be responsible for collecting copies of enacted laws and resolutions from diverse sources; abstract and enter data; and maintain the database through strict quality control measures. =20 Information dissemination of data. Develop and disseminate a quarterly newsletter that provides a review of all state enacted cancer-related legislation enacted during that quarter. Assist in developing peer-review publications and conference presentations that provide detailed analyses of state legislative and/or regulatory provisions. Develop and update periodic Fact Sheets that summarize state legislation on selected cancer-related topics, such as breast cancer, tobacco use, and prostate cancer. Maintain and update the World Wide Web home page of the SCPD Program, http://www.scld-nci.net. Research and analysis of data. Assist and work on the development of research papers that evaluate and rate the efficacy of state laws on selected cancer-related topics. Liaison and inquiry responses. Respond to requests for information on the status of state laws addressing specific cancer control topics from researchers, organizations and individuals from both the public and private sectors. Develop appropriate database searches for inquiries that exceed the scope of standard SCPD products. Analyze and create custom reports, as needed to respond to the inquiry. Technical writing and editorial and graphic services. Develop, write, edit and reproduce administrative, technical and scientific health documents, reports and program guides for publication and distribution. Sources Sought: Interested organizations should submit a capability statement of approximately 10 pages that details the ability to perform the aspects of the effort described above. All proprietary information should be marked as such. Responses will be reviewed only by NIH personnel and will be held in a confidential manner. All respondents are asked to indicate the type and size of your business organization, e.g., large business, small business, small disadvantaged business, women-owned business, 8(a), hubzone, historically black college or minority institution, educational institution, profit/non-profit hospital, or other non-profit organization in your response. In the event an RFP is issued, North American Industry Classification System (NAICS) code 541611 with a size standard of $5,00,000 is being considered. =20 Responses are due no later than 3:00 p.m. eastern prevailing time on November 27, 2001.
