- Description
- The U.S. Agency for International Development, West Bank & Gaza mission (USAID/WB|G) seeks the services of American companies in providing design/build (D/B) services for the design and construction of a Regional Wastewater Treatment Plant in Hebron. The area will include conveyance, primary and secondary treatment systems, for an average flow rate of up to 15,000 cubic meters per day and a 2.0 hourly peaking factor. The sewage conveyance is estimated to be 7 KM of gravity pipeline, 3 kilometers of force main and a sewage pumping station. A reuse storage facility of 500,000 cubic meters and a distribution system for agricultural re-use may be included as an option. An additional gravity sewage pipeline approximately 35 kilometers may be included as an option. The scope may include an operations and maintenance training component to be provided by the Design/Build team as an option. The estimated project construction cost is more than $10 million. One design/build team will be selected for the entire project. The selection process will follow the procedures in FAR part 36.3 -- two phase design build selection procedures: a request for qualifications and a request for proposals (RFP). The request for qualifications will be made available to all firms responding to this announcement on or about December 3, 2002. The team qualifications will be evaluated to determine the ability of the design/build team to plan, construct and control this project. Three to five (3-5) teams will be short-listed and asked to respond to the RFP. The proposals will be used to select a team to provide a quality product, on or ahead of schedule, for a firm fixed price contract. It is anticipated the contract will be awarded by the summer of 2002 with the forecasted project duration of 24 months. USAID is seeking design/build teams that are committed to quality, have proven experience in the design and construction of large Wastewater Treatment, sewage pumping station and pipeline constructions projects, will bring innovative design/build approaches to ensure timely and quality completion, and are willing to partner with USAID for the mutual success of the project. USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity as the prime contractor or as subcontractors in accordance with Part 19 of the FAR. This is a USAID funded project. USAID reserves the right to cancel the project with written notice to the firms responding to this announcement.
