Description
USAID's Bureau for Global Health intends to support a two-year cost-extension to the MEASURE DHS+ Cost-Plus-Award Fee (level of effort term) contract (HRN-C-00-97-00019-00) with Macro, International and solicits expressions of interest from U.S. firms capable of implementing this two-year contract extension. MEASURE DHS+ is an international data collection program that collects national-level population- and facility-based data on population, health and nutrition indicators. The total cost of the extension will be approximately $17.8 million. This two-year contract (or contract modification if awarded to Macro, International) will be awarded to a firm with a well-established track record in implementing large-scale, national-level household and facility reproductive, maternal and child health surveys in developing country settings. The firm's experience must include collection of biological specimens to assess health issues such as anemia, Vitamin A deficiency, and HIV/AIDS, and collection of geographic information systems (GIS) data. The firm must have a cadre of highly qualified professionals in questionnaire design, sampling, training of field personnel, data processing, data analysis, and report writing, as well as the ability to build host country capacity in these skills. In their work, the firm is expected to assist USAID Missions in generating support for surveys from other international donors and to collaborate with other implementers of the larger MEASURE Activity of which MEASURE DHS+ is just one component. The types of activities to be supported during this extension period include: population-based surveys in 10 countries, including building local capacity to plan, execute and analyze the surveys; facility surveys in 4 countries, including related local capacity building activities; further analysis projects in 5 countries; GIS studies in 3 countries; qualitative studies in 4 countries; 4 analytical reports/comparative studies; work on techniques for collection of biomarkers, basic documentation and data analysis software; dissemination and archiving of data; and provision of analytic support.
