Description
This is a sources sought synopsis for Type I Factory Training on the C-21A Flight Simulator. The C-21A is a twin turbofan engine aircraft used for cargo and passenger airlift. The aircraft is the military version of the Lear Jet 35A business jet. More detailed information about the aircraft can be found at the following website: http://www.af.mil/news/factsheets/C_21A.html The training will include four courses: 1) Initial Pilot Training, 2) Refresher Pilot Training, 3) Instructor Pilot Training, and 4) Senior Officer Pilot Training. The training would include both classroom and in the simulator instruction. Topics the contractor will cover include Systems Training, Cockpit Resource Management (CRM), Mission Oriented Simulator Training (MOST), and Flight Simulator Training. The contractor will conduct training at its own facility using a contractor furnished C-21A flight simulator. The contractor will also be responsible for developing and using Computer Aided Instruction software in its classroom presentations and in student self study. It is envisioned that the contract type will be Firm-Fixed Price. The government contemplates a basic contract period commencing 01 Oct 2002 through 30 Sept 2003 plus six one-year options, for a total period of performance not to exceed 84 months. The government is also contemplating multiple awards. The Air Force is interested in utilizing existing commercial sources, with minor adjustments, to fulfill this need. The Air Force specifically encourages and invites small businesses, veteran owned businesses, historically underutilized businesses, women-owned businesses, and Historically Black Colleges and Minority Institutions to submit their capabilities and qualifications. As of yet, the Air Force has not determined whether or not it will set-aside this acquisition for small business (NAICS code 611512, small business size standard $18.5 Million).
