Description of Need: The Naval Air Systems Command (NAVAIR) is soliciting information from industry on the existence of a Stand-Off Anti-Surface Warfare missile that can be launched from and controlled by MH-60 platforms with minimal modification to the missile and/or aircraft. The purpose of this request for information (RFI) is to determine the availability of existing missile weapon systems with the potential to meet the stated objectives, current industry experience and capabilities, and the current industry base of potential qualified vendors to support the possibility of a full and open competition to satisfy the objectives identified herein. The Government intends to use the provided information to aid it in defining its acquisition strategy and budgeting assumptions. Objectives: The Stand-Off Anti-Surface Warfare missile would be capable of effectively engaging small to medium sized maritime targets (Frigate/Corvette, missile armed patrol boats, landing craft, mine layers) in a high traffic density littoral environment, day or night, and in adverse weather. Although subject to change, at present, the Government envisions that the missile weapon system would have the following characteristics: a) The air to surface missile weapon system would have range sufficient to allow the firing platform to remain outside the range of threat shipboard anti-aircraft point defense systems (gun systems, MANPADS and surface to air missile systems). The stand-off range would be achievable even when weapon is fired from low altitude and slow speed between 60 to 80 kts; b) The missile weapon system would have a precision guidance system that affords both pre and post launch man-in-the-loop discriminating control and provides for sufficient Pacq/Pd on both fast moving (40kts) and low Doppler targets to allow engagements in high traffic density areas under adverse weather conditions; c) The missile's navigational guidance would be capable of initialization from position and track information provided by a wide variety of different sensors via existing digital weapons interfaces (1760, 1553A, 1553B). The missile's navigational guidance would necessitate minimal post firing maneuvering restrictions on the firing platform; d) A combination of precision targeting, warhead size and shape would provide sufficient single-shot lethality to ensure a mission/ mobility kill; e) would have a robust resistance to jamming such as, but not limited to, Radio Frequency, GPS, and other forms of jamming; f) would have electro-optic counter-countermeasure capable; g) would be deployable from existing MH-60 configuration Left Hand Extended Pylon (LHEP) and planned Right Hand Extended Pylon (RHEP) with standard 14" suspension mount and digital weapons interfaces. Adaptable for 30" suspension for fixed wing applications; h) The missile weapon system would be reliable, maintainable and meet all "insensitive munitions" requirements for deployment on surface combatants and CV (N) class ships. It would utilize their existing weapons handling, loading and test equipment; and, i) The missile weapon system would be capable of withstanding the environmental, temperature, vibration, and shock associated with shipboard and land based MH-60 aircraft flight operations without degradation in its capability. RFI Content: Any written response to this RFI shall be limited to no more than twenty-five (25) pages. If the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). The response should include, but not be limited to, the following: a) A one page company history description to include; Small Business Administration (SBA) business size classification, major products, primary customer base, and point of contacts and their telephone numbers, that are able to discuss the material submitted. b) A description of the company's past experience and performance at missile weapon systems similar to that outlined above; c) A description of the existing missile weapon system, as well as a description of the modifications that would need to be made to the missile and/or aircraft in order to satisfy the objectives identified above; d) A top level missile system development/build schedule and budgetary estimate (non-recurring and recurring) based on a quantity assumption of 300 missiles, assuming MH-60 integration program commencing in FY 2004 and final missile deliverable in FY 2012; and, e) Any other technical information the company deems necessary to aid the government in making an informed assessment. Submission Information: It is the government's intention to review the data and possibly schedule a briefing with some of the submitters to gain further market insight to industry capabilities. Those companies will be contacted individually.
